VINTON, LA

                January 15, 2013

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 15th day of January, 2013, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                Harold R. Douga, Council Member

                                                                                William, “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               Paul Patin, Council Member

 

                                ALSO PRESENT:                 Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

 

                Total Payroll for December, 2012                                                                             $     97,307.61

Kenneth O. Stinson, Mayor called the meeting to order.  Chaplin Tatum led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of December, 2012, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Loyd and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                It was moved by Council Member Merchant that the following Resolution be adopted.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Douga, Loyd & Merchant

 

                                                                NAYS:  None

 

                                                         ABSENT:  Council Member Patin

 

RESOLUTION

 

WHEREAS the Town of Vinton is in need of funding for the extension of the existing water line on Highway 90 to create a loop in the system that will effectively provide a higher water pressure throughout the area, and,

 

WHEREAS grants for projects are available through the Louisiana Division of Administration, Office of Community Development, Community Water Enrichment Fund.

 

NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Town Council of the Town of Vinton that:

 

Section 1.            The Town of Vinton hereby supports the application for grant funds for this project; and further, Kenneth Stinson as Mayor of the Town of Vinton is hereby authorized to submit a Grant Application and accompanying documents to the Louisiana Division of Administration, Office of Community Development on behalf of the Town of Vinton for the purpose of the extension of the existing water line on Highway 90, and

 

Section 2.            Kenneth Stinson is further authorized to furnish such additional information as may reasonably be required in connection with the Grant Application; and,

 

Section 3.            Kenneth Stinson is hereby designated as the Official Project Representative and is hereby given signature authority for all relative documents for the Town of Vinton for any project that may result from the submission of the Grant Application and accompanying documents.  Furthermore, Kenneth Stinson representing the Town of Vinton is hereby given the power and authority to do all things necessary to implement, maintain, amend, and renew such documents relative to any such project.

                                Attorney Cole informed the governing authority of the proposed BP litigation regarding lost sales tax collection related to the BP oil spill and asked if they wanted to become a participating entity in the litigation under the Local Services Agreement with the Calcasieu Parish School Board Sales Tax Dept.

                                After discussion it was moved by Council Member Merchant that a Resolution be adopted entering into the “First Addendum to the Local Services Agreement” with the Calcasieu Parish School Board Sales Tax Dept., whereby making the Town of Vinton a participating entity in the litigation regarding lost sales tax related to the BP oil spill.  The motion died for the lack of a second.

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                Upon the recommendation of Chief Fox, it was moved by

Council Member Douga that Joseph P. Lewis be made a regular employee, effective January 17, 2013.  The motion was seconded by Council Member Bujard and carried.

 

                                Terry Vice, Director of Public Works gave the monthly public works and electrical department reports.

 

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports. 

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Douga that the meeting be adjourned.  The motion was seconded by Council Member Bujard and carried.
