The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 17th day of January, 2017, with the following members present:

Bliss Bujard, Council Member
William “BB” Loyd, Mayor Pro Tem
Kevin Merchant, Council Member
Paul Patin, Council Member
Marcus Renfrow, Council Member
ALSO PRESENT: Cade R. Cole, Town Attorney
The following Reports were submitted:
Total Payroll for December, 2016 $ 131,027.17
Total Receipts for December, 2016 $ 923,276.25
Total Disbursements for December 2016 $ 879,885.27
Total Bills for December, 2016
Kenneth O. Stinson, Mayor called the meeting to order and Rev. Roger Templeton led in prayer, and then followed the Pledge of Allegiance.
It was moved by Council Member Merchant that the minutes of prior meetings as corrected, copies of which were mailed to each council member prior to the meeting, be approved as written. The motion was seconded by Council Member Bujard and carried.
Mary Vice, City Clerk gave the monthly Administration Department report.
Bills for the month of December, 2016, were approved and payment authorized upon a motion by Council Member Loyd, seconded by Council Member Patin and carried.
Mayor Stinson updated the governing authority on pending grants and projects.
Mayor Stinson and Attorney Cole reviewed the proposed Right of Way Agreement with Entergy to re-locate the lines on the West Street property.
After discussion, it was moved by Council Member Renfrow to authorize the Mayor to execute the Right of Way Agreement with Entergy to re-locate the lines on the West Street property. The motion was seconded by Council Member Loyd and carried.
Council Member Bujard discussed entering into a Joint Service Agreement with the Ward 7 Recreation Board for the use of Venissat Park.
Council Member Patin discussed adopting new procedures on allowing exceptions to ordinances.
The Council requested that the attorney draw up standards to submit to the Parish that would allow for mobile homes to be inspected before coming into the city limits. The mobile home would have to pass inspection in order to be given a permit to be set up in the town.
Council Member Patin also discussed the town participating in disposing of garbage that continue to be piled up on the side of the road.
Chief Ricky Fox gave the monthly police department report.
Upon the recommendation of Chief Fox, it was moved by Council Member Merchant that Justin Sittig be made a regular employee effective immediately. The motion was seconded by Council Member Renfrow and carried.
In the absence of Terry Vice, Public Works Director, Mayor Stinson gave the monthly Public Works and Electrical Department reports.
Jerry Merchant, Fire Chief gave the monthly Fire and Civil Defense reports.
Chief Merchant announced to the governing authority that he is resigning as Fire Chief effective February 28, 2017, with 50 years of service to the department.
There being no further business to come before the Governing Authority, it was moved by Council Member Renfrow that the meeting be adjourned. The motion was seconded by Council Member Loyd and carried.
