VINTON, LA

                January 19, 2016

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 19th day of January, 2016, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               None

                               

                                ALSO PRESENT:                                Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

Kenneth O. Stinson, Mayor called the meeting to order and Rev. Bobby Daniel led in prayer, and then followed the Pledge of Allegiance.

 

The Mayor’s Armed Forces Committee presented Appreciation Awards to:

 

                                                Mrs. Chryel Douga

                                                Mrs. Fran Broussard

 

                                It was moved by Council Member Merchant that the minutes of prior meetings as corrected, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Loyd and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of December, 2015, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Patin and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                The Mayor discussed with the governing authority naming the new road where the hotel is to be erected so that an address can be given for the hotel.

 

                                It was moved by Council Member Bujard that the new road be named Corporate Drive.  The motion was seconded by Council Member Loyd and carried.

 

                                It was moved by Council Member Merchant to recess the regular meeting for a Public Hearing on the proposed Ordinance allowing for the sale/ex-change of West Street property.  The motion was seconded by Council Member Bujard and carried.

 

                                There being no questions or comment from the public present, it was moved by Council Member Patin that the regular meeting be re-convened.  The motion was seconded by Council Member Loyd and carried.

 

                                It was moved by Council Member Merchant and seconded by Council Member Renfrow that the following Ordinance be adopted.  The vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                NAYS:  None

 

                                          ABSENT:  None

An Ordinance to authorize the sale of 2 acres of property near West Street owned by the town and surplus to public purposes in order to promote economic development through the construction of a new hotel, with a price of $99,900.00 or to exchange the same 2 acres with L&P Holdings, LLC, a Louisiana Limited Liability Company, as represented by its duly authorized member, Boyd Parker, for two acres currently owned by L&P Holdings, LLC and previously purchased from the Town of Vinton with a net payment to the Town of Vinton of $40,000 in addition to the receipt of the aforesaid property by the Town.  A description of additional terms and the legal description of the property to be sold or exchanged shall be available upon request at city hall.

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

 

                                Mr. Vice reported that the following bid was received in response to the “Notice to Bidders” advertising for a new Dustless Blaster:

 

                                                                                MMLJ, Inc.

                                                                                5711 Schurmier Road

                                                                                Houston, TX  77048

                                                                                $39,500.00

 

                                It was moved by Council Member Merchant that the bid from MMLJ, Inc., for a new Dustless  Blaster, in the amount of $39,500.00, be approved.  The motion was seconded by Council Member Bujard and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                NAYS:  None

 

                                          ABSENT:  None

 

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                Mr. Richard Hammer was not present to discuss his request for exceptions to the Mobile Home and Lot Size Ordinances

 

It was moved by Council Member Bujard that Mr. Hammer’s request for exceptions be denied.  The

motion was seconded by Council Member Merchant and carried.

 

                                Ahillia Singh requested an exception to the Mobile Home Ordinance to allow her and her husband to live in a travel trailer at 1804 Short Street, while they build their house.

 

                                After discussion, it was moved by Council Member Merchant to allow Mr. and Mrs. Singh an exception to the Mobile Home Ordinance at 1804 Short Street, for the purpose requested for 180 days.  The motion was seconded by Council Member Loyd and carried.

 

                                Mrs. Nan Vassar requested an exception to the Mobile Home Ordinance to allow for her travel trailer to be hooked up at 2304 Center Street and for her to be allowed to stay there from time to time when she is in town and for her son to care and monitor the trailer when she is out of town.

 

                                After discussion, it was moved by Council Member Merchant that Mrs. Vassar be allowed an exception to the Mobile Home Ordinance at 2304 Center Street, for the purpose requested, with the stipulation that the trailer not be rented or that no one other than herself or family member be allowed to stay there.  The motion was seconded by Council Member Loyd and carried.

                               

                                 There being no further business to come before the Governing Authority, it was moved by Council Member Loyd that the meeting be adjourned.  The motion was seconded by Council Member Bujard and carried.
