The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 18th day of February, 2014, with the following members present:

Bliss Bujard, Council Member
William “BB” Loyd, Mayor-Pro-Tem
Kevin Merchant, Council Member
Paul Patin, Council Member
Marcus Renfrow, Council Member
ALSO PRESENT: Cade R. Cole, Town Attorney
The following Reports were submitted:
Total Payroll for January, 2013 $ 110,513.17
Total Receipts for January, 2013 $1,411,653.40
Total Disbursements for January, 2013 $1,752,955.27
Total Bills for January, 2013 $ 437,204.87
Kenneth O. Stinson, Mayor called the meeting to order. Rev. Kathy Fitzhugh led in
prayer, and then followed the Pledge of Allegiance.
It was moved by Council Member Loyd that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written. The motion was seconded by Council Member Merchant and carried.
Mary Vice, City Clerk gave the monthly Administration Department report.
Bills for the month of January, 2014, were approved and payment authorized upon a motion by Council Member Bujard, seconded by Council Member Loyd and carried.
Mr. Nicholas Auck, representing the Lt. Governor’s Office, presented Louisiana Volunteer Service Awards to Miss Victoria Herline and Mr. Corey Castillo in recognition of their many hours of service in the community.
Mayor Stinson updated the governing authority on pending grants and projects.
Mayor Stinson presented Chaplin Dale Tatum with a plaque in appreciation of his many years of service as Chaplin for the Town of Vinton.
Mayor Stinson announced that the Mardi Gras Parade will be Saturday, February 22, 2014, at 2:00 P.M., and the Chicken Run will start at 8:00 A.M.
Mayor Stinson announced that the Walk with the Mayor event will be held at VHS track on March 15, 2014, 8:00 A.M.
Chief Ricky Fox gave the monthly police department report.
Terry Vice, Director of Public Works gave the monthly public works and electrical department reports.
Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.
It was moved by Council Member Patin to amend the agenda to hear an item regarding rodent problems at 1512 Eddy Street. Mayor Stinson called for any public comment regarding amending the agenda. There being no comment from the public the motion was seconded by Council Member Bujard and the vote cast thereon was as follows:
YEAS: Council Members Bujard, Loyd, Merchant, Patin and Renfrow
Council Member Patin discussed complaints he has been receiving from neighbors of 1512 Eddy Street, regarding rodent problems from an abandoned house on the property.
Attorney Cole informed the governing authority that the town does not have an Ordinance in place that allows the town to take any action against a property owner regarding rodents unless the Department of Health deems the property to be a health or safety risk to the public.
Ms. Gwen Klein requested that the Council grant an exception to the Minimum Lot Size Ordinance at 1303 ˝ Vincent Street.
After a lengthy discussion, there was no action taken to approve Ms. Klein’s request.
There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned. The motion was seconded by Council Member Renfrow and carried.
