VINTON, LA

                February 21, 2012

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 21st day of February, 2012, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                Harold R. Douga, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                                                                                                                                               

                                ABSENT:                              None

 

                                ALSO PRESENT:               Cade Cole, Town Attorney

 

                                                                The following Reports were submitted:

 

                Total Payroll for January, 2012                                                                    $   108,855.35

                                Total Bills for January, 2012                                                                         $   703,518.50

 

 

 

Kenneth O. Stinson, Mayor called the meeting to order.  Chaplin Tatum led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Loyd that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Merchant  and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.  Mrs. Vice reported that due to recent events an item needed to be added to the agenda concerning the skate park.

 

                                It was moved by Council Member Loyd that the agenda be amended to hear an item regarding the skate park.  The motion was seconded by Council Member Douga and carried.

 

                                Bills for the month of January, 2012, were approved and payment authorized upon a motion by Council Member Douga, seconded by Council Member Bujard and carried.

 

                                Mayor Stinson thanked Terry Vice, Director of Public Works and his employees for the great job they did on the scheduled electrical outage.

 

                                Mayor Stinson invited everyone to the Ribbon Cutting Ceremony of the Loree Street Bridge and Road Extension, to be held on Friday, March 2, 2012, at 2:00 P.M.

 

                                Mayor Stinson announced that Monday, March 5th a community meeting will be held at 6:00 p.m., at city hall to discuss future parades and community activities.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Mayor Stinson called for the condemnation hearing of 1110 Nelson Street and asked the property owner/s to come forward to show cause of why the structure/s should not be condemned.

 

                                Mrs. Effie McDonald, reported that the property should be sold within two weeks.

 

                                After discussion, it was moved by Council Member Patin that due to the dilapidated and unsafe condition of the structure/s located at 1110 Nelson Street, that an order of condemnation be issued and the structure/s be demolished.  The motion was seconded by Council Member Bujard and carried.

 

                                Mayor Stinson reported that the nominations for the expiring term of Mark Daigle on the Vinton Harbor and Terminal Board need to be re-submitted due to the fact that Mr. Daigle is unable to be nominated for another term.

 

                                After discussion, it was moved by Council Member Loyd that the following names be submitted to the Vinton Harbor and Terminal District for the expiring term of Mark Daigle:

 

                                                                                                Charles Broussard

                                                                                                Nathan Taylor

 

The motion was seconded by Council Member Merchant and carried.

 

                                Mayor Stinson announced that he issued a Proclamation proclaiming the month of March, 2012 as “March for Meals Month”, honoring the senior nutrition programs in the Town of Vinton.

 

                                Council Member Patin discussed the bad condition of several streets, especially Loree Street.   

 

                                Chief Ricky Fox gave the monthly Police Department report.

 

                                Chief Fox discussed the amended agenda item regarding the skate park.  He informed the governing authority of inappropriate behavior of juveniles that was brought to his attention this afternoon by a concerned mother and grandfather.  The Chief recommended that the park be closed immediately.

 

                                After discussion, it was moved by Council Member Douga that the skate park be closed immediately for 90 days, with the stipulation that an organized group with supervision be allowed to use it. In addition, within the 90 days of closure that a committee be formed to look into other options to closing the park.  The motion was seconded by Council Member Patin and carried.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

 

                                Mr. Vice discussed adopting a Cross Connect Control Ordinance with the governing authority.

 

                                After discussion, it was moved by Council Member Douga that the following Ordinance be introduced and that a Public Hearing be held on said Ordinance on March 20, 2012.  The motion was seconded by Council Member Merchant and the vote cast thereon was as follows:

THE ORDINANCE REGULATES CONNECTION TO THE TOWN’S

WATER SYSTEM AND TO PROTECT THE HEALTH OF THE

CITIZENS OF THE TOWN.

                                                WITH THE PROVISIONS OF LSA-R.S. 33:406b(2) OF

                                                THE INTRODUCTION BEFORE THE MAYOR AND

                                                COUNCIL OF THE TOWN OF VINTON, LOUISIANA, OF

                                                AN ORDINANCE ENTITLED AS FOLLOWS, TO-WIT:

MEETING PLACE OF SAID MAYOR AND COUNCIL, AT CITY

                                                HALL, TOWN OF VINTON, LOUISIANA, AND THAT

                                                IMMEDIATELY AFTER SAID PUBLIC HEARING THE COUNCIL

WILL CONSIDER ADOPTION OF SAID ORDINANCE.

 

 

                                Jerry Merchant, Fire Chief gave the monthly fire and Civil Defense reports.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned.  The motion was seconded by Council Member Douga and carried.
