The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 21st day of February, 2017, with the following members present:

Bliss Bujard, Council Member
William “BB” Loyd, Mayor Pro Tem
Kevin Merchant, Council Member

ABSENT: Marcus Renfrow, Council Member
ALSO PRESENT: Cade R. Cole, Town Attorney

Total Receipts for January, 2017 $1,163,910.94

Kenneth O. Stinson, Mayor called the meeting to order and Rev. Roger Templeton led in prayer, and then followed the Pledge of Allegiance.
It was moved by Council Member Bujard that the minutes of prior meetings as corrected, copies of which were mailed to each council member prior to the meeting, be approved as written. The motion was seconded by Council Member Merchant and carried.
Mary Vice, City Clerk gave the monthly Administration Department report.
Bills for the month of January, 2017, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Loyd and carried.
Mayor Stinson presented retiring Fire Chief, Jerry Merchant with an award in appreciation of his 50 years of service to the Vinton Volunteer Fire Deparment.
Mayor Stinson updated the governing authority on pending grants and projects. He asked Mr. Byron Racca, Engineer to report on the 2017 Street Overlay Project.
After discussion, it was moved by Council Member Bujard to authorize the Mayor to advertise for bids on the 2017 Street Overlay Project as discussed (Exhibit “A”). The motion was seconded by Council Member Loyd and carried.
Mayor Stinson discussed the town’s participation in the Parish Summer Feeding Program.
It was moved by Council Member Merchant that the town participate in the Parish Summer Feeding Program in the amount of $2,500.00. The motion was seconded by Council Member Patin and carried.
Upon the recommendation of the Mayor, it was moved by Council Member Bujard that Chris Vice be appointed as Fire Chief, beginning March 1, 2017. The motion was seconded by Council Member Merchant and carried.
Council Member Patin discussed the town employees picking up construction and vegetative debris left on the side of the road.
After a lengthy discussion, it was moved by Council Member Patin that the town’s grapple truck and employees be utilized to pick up construction and vegetative debris placed along the side of the road - one time on the date of the “Trash Bash”. Thereafter piles left out that are not bundled properly (vegetative debris), or not covered under the garbage contract (construction debris) will be tagged and citations issued to residents who do not abide by the trash pick up requirements. The motion was seconded by Council Member Bujard and carried.
Mayor Stinson discussed the proposed Cooperative Endeavor with the Ward 7 Recreation Board regarding use and maintenance of Venissat Park.
After discussion, it was moved by Council Member Merchant to authorize the Mayor to enter into a Cooperative Endeavor with the Ward 7 Recreation Board regarding the use and maintenance of Venissat Park. The motion was seconded by Council Member Bujard and carried.
Chief Ricky Fox gave the monthly police department report.
In the absence of Terry Vice, Public Works Director, Mayor Stinson gave the monthly Public Works and Electrical Department reports.
Jerry Merchant, Fire Chief gave the monthly Fire and Civil Defense reports.
Ms. Jackie Laughlin requested an exception to the Mobile Home Ordinance allowing her to place a mobile home over 10 years old at 1510 ½ Azema Street.
After discussion, it was decided that the parish inspector would go out and inspect the mobile home and submit a report to the governing authority before the exception is approved.
Jessie Griffin and Thomas Frederick were not present to make their requests before the governing authority.
There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned. The motion was seconded by Council Member Loyd and carried.
