VINTON, LA

                March 15, 2011

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 15th day of March, 2011, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Bliss Bujard, Council Member

                                                                                Harold R. Douga, Council Member

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                                                                                                                                               

                                ABSENT:                              None

 

                                ALSO PRESENT:               Thad Minaldi, Town Attorney

 

                                                                The following Reports were submitted:

 

                Total Payroll for February, 2011                                                                  $     84,654.72

Kenneth O. Stinson, Mayor called the meeting to order.  Chaplin Tatum led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Bujard that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Loyd and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of February, 2011, were approved and payment authorized upon a motion by Council Member Douga, seconded by Council Member Merchant and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Mayor Stinson reported that after talking with the attorney he is confident that our ordinance allows for Big Woods Road to be posted as a “No Truck Route” in the corporate limits of the Town of Vinton.  He said after the parish adopts their ordinance making the parish portion of the road a “No Truck Route”, we will in conjunction with them, erect the proper “No Truck Route” signage.

 

                                Council Member Bujard discussed public rights –of- way and the issue that was brought before the council recently regarding parking on the rights-of-way.  Mr. Bujard suggested that the following ideas be looked into:

 

1.                           The governing authority consider issuing a Memorandum of Understanding to residents willing to keep up the rights-of way and in return the town would give them the right to use the property as an extension of their yard.

2.                           That where a problem exists an ordinance be adopted making that particular street or portion thereof a “No Parking” zone.

3.                           Leasing the rights-of-way.

 

After discussion, the council agreed to have the attorney draft an ordinance regarding the

“No Parking” zone and discuss it again at the April meeting.    

                               

                                Ricky Fox, Chief of Police gave the monthly Police Department report.

 

                                Terry Vice, Director of Public Works, gave the monthly electrical and public works department reports.

 

                                It was moved by Council Member Patin to amend the agenda to hear an item regarding the demolition of 901 Williams Road.  The motion was seconded by Council Member Douga and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Douga, Loyd, Merchant and Patin

 

                                                                NAYS:  None

 

                                                          ABSENT:  None

 

                                Mr. Michael Robinson requested the council to give him a two week extension to finish the demolition and removal of the structure located at 901 Williams Road.

 

                                After discussion, it was moved by Council Member Merchant to allow Mr. Robinson a two week extension to finish with the demolition and removal of the structure located at 901 Williams Road.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Douga, Loyd and Merchant

 

                                                                NAYS:  Council Members Bujard and Patin

 

                                                         ABSENT:  None

 

                                It was moved by Council Member Bujard to amend the agenda to hear an item regarding Centerpoint Energy gas lines.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Douga, Loyd, Merchant and Patin

                                               

                                                                NAYS:  None

 

                                                         ABSENT:  None

 

                                Council Member Patin discussed a recent incident that brought to light the fact that some home owners may have old, rusted gas lines that are in need of replacing.  He urged residents to call Centerpoint Energy if they feel like their line may need to be checked.

 

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                Chief Merchant presented the Calcasieu Parish Mitigation Plan that was recently completed to the governing authority.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Douga that the meeting be adjourned.  The motion was seconded by Council Member Merchant and carried.
