VINTON, LA

                March 15, 2016, 2016

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 15th day of March, 2016, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               Bliss Bujard, Council Member

                               

                                ALSO PRESENT:                                Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

 

                Total Payroll for February, 2016                                                      $   123,061.18

                                Total Receipts for February, 2016                                                   $   913,114.06

                                Total Disbursements for February, 2016                                        $   886,922.89

                                Total Bills for February, 2016                                                           $   456,857.30

 

 

 

Kenneth O. Stinson, Mayor called the meeting to order and led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings as corrected, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Loyd and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of January, 2016, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Loyd and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                The Mayor requested that department heads submit to him a list of property from their departments that needs to be deemed surplus by the council by March 30, 2016.

 

                                It was moved by Council Member Merchant that the Mayor be authorized to execute the Cooperative Endeavor with the Calcasieu Parish Police Jury for the Summer Feeding Program.  The motion was seconded by Council Member Loyd and carried.

 

                                It was moved by Council Member Loyd that the Mayor be authorized to go out for bids on the Corporate Drive Road Project.  The motion was seconded by Council Member Merchant and carried.

 

                                Council Member Merchant discussed the proposed Intergovernmental Services Agreement with the Vinton Harbor & Terminal District.

 

                                It was moved by Council Member Merchant that the following Resolution be adopted.  The motion was seconded by Council Member Renfrow and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Loyd, Merchant and Renfrow

 

                                                                NAYS:  Council Member Patin

 

                                                         ABSENT:   Council Member Bujard

 

                                                                                RESOLUTION

 

                                BE IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana, in regular session convened that the Mayor be authorized and empowered to enter into an Intergovernmental Services Agreement with the Vinton Harbor and Terminal District as reviewed and presented by the attorney.

 

                                APPROVED AND ADOPTED this 15th day of March, 2016.

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports. 

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                The request last month from Mike and Kelly Fontenot for an exception to the Mobile Home Ordinance at 2003 Perry Street that was tabled from the February meeting was discussed.  Council Member Merchant reported that he had spoken to the neighbors in the area and they had no problem with allowing the Fontenot’s a travel trailer on the property.

 

                                After discussion, it was moved by Council Member Merchant to allow the Fontenot’s an exception to the Mobile Home Ordinance to allow a travel trailer at 2003 Perry Street with the following stipulations:  (a) that it is used consistently with the site plan on file with the Town: (b) that only blood relatives be allowed to reside in said trailer and; (c) that it not be used as rental property to non-relatives.  The motion was seconded by Council Member Loyd and carried.

 

                                Mr. Jason Nazworth asked permission to put a balcony on the front of his building downtown.

 

                                After discussion, it was moved by Council Member Patin to allow Mr. Nazworth to put a balcony on his downtown building with the following stipulations:  (a)  He receives approval from the Fire Marshall and; (b) he sign a Hold Harmless Agreement with the Town.  The motion was seconded by Council Member Renfrow and carried.

 

                                 There being no further business to come before the Governing Authority, it was moved by Council Member Loyd that the meeting be adjourned.  The motion was seconded by Council Member Merchant and carried.
