The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 17th day of March, 2015, with the following members present:
Kenneth O. Stinson, Mayor
Bliss Bujard, Council Member
William “BB” Loyd, Mayor-Pro-Tem
Kevin Merchant, Council Member
Paul Patin, Council Member
Marcus Renfrow, Council Member
ALSO PRESENT: Cade R. Cole, Town Attorney and Coy Vincent, CPA
The following Reports were submitted:
Total Payroll for February, 2015 $ 110,199.16
Total Receipts for February, 2015 $ 972,528.41
Total Disbursements for February , 2015 $ 862,301.41
Total Bills for February, 2015 $ 327,174.94
Kenneth O. Stinson, Mayor called the meeting to order. Rev. Roger Templeton led
in prayer, and then followed the Pledge of Allegiance.
J.D. Malone and John Roach, members of the Mayor’s Armed Forces Committee presented Certificates of Appreciation to the following in recognition of their service to our Country and Community:
It was moved by Council Member Loyd that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written. The motion was seconded by Council Member Merchant and carried.
Mary Vice, City Clerk gave the monthly Administration Department report.
Bills for the month of February, 2015, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Bujard and carried.
Mayor Stinson updated the governing authority on pending grants and projects.
It was moved by Council Member Bujard that the Mayor be authorized to go out for bids on the 2015 Street Projects, pending approval from Facility Planning. The motion was seconded by Council Member Patin and carried.
Mayor Stinson announced that Jody and Becky Thibodeaux were awarded “Yard of the Month” – 1407 Fancher Street.
Council Member Patin discussed the unsafe and dilapidated condition of the mobile home located between 322 and 324 East Street.
Mr. David Thibodeaux, Parish Inspector stated he had been out and inspected the structure and it is 100% condemnable and he recommended that the Town move forward with the condemnation process in notifying the owner.
Chief Ricky Fox gave the monthly police department report.
Upon the recommendation of the Chief of Police, it was moved by Council Member Merchant that Michael Wright be made a regular employee, effective March 17, 2015. The motion was seconded by Council Member Renfrow and carried.
In the absence of Terry Vice a written report was submitted for the Public Works and Electrical Departments.
Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.
Mr. Jason Jester was not present to request an exception to the Travel Trailer Ordinance.
Mr. Freddie Budwine requested an exception to the Mobile Home Ordinance in order to move a mobile home that is over 10 years old to 1306 ˝ A Short Street.
It was moved by Council Member Merchant to allow Mr. Budwine the exception to the Mobile Home Ordinance to move a mobile home over 10 years old to 1306 ˝ A Short Street. The motion was seconded by Council Member Bujard and the vote cast thereon was as follows:
YEAS: Council Member Bujard, Merchant, Patin and Renfrow
ABSTAINING: Council Member Loyd
Mr. Coy Vincent, CPA presented the 2014 Audit to the governing authority. Mr. Vincent reported that the Town was given and clean opinion and is in good financial condition.
It was moved by Council Member Bujard that the 2014 Audit be approved as presented. The motion was seconded by Council Member Loyd and carried.
There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned. The motion was seconded by Council Member Renfrow and carried.
