VINTON, LA

               March 20, 2018

 

               The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 20th day of March, 2018, with the following members present:

Kenneth O. Stinson, Mayor called the meeting to order and Pastor Rick Watson led in prayer, and then followed the Pledge of Allegiance.

 

                              It was moved by Council Member Bujard that the minutes of prior meetings, copies of which were mailed to each council member prior to the meeting, be approved as written.  The motion was seconded by Council Member Loyd and carried.

 

                              Mary Vice, City Clerk gave the monthly Administration Department report.

 

                              Bills for the month of February, 2018, were approved and payment authorized upon a motion by Council Member Loyd, seconded by Council Member Hardy and carried.

 

                              Mayor Stinson updated the governing authority on pending grants and projects

 

Mayor Stinson presented a Proclamation to the VHS Boys Basketball Team in honor of their

2017-2018 District Championship.

 

                              It was moved by Council Member Bujard that the following Class “B” Beer Permit be approved:

The motion was seconded by Council Member Hardy and carried.

 

                              It was moved by Council Member Hardy that the following Class “B” Liquor Permit be approved:

                                                                           1723 Hwy 90 W

                                                                           Vinton, LA  70668

The motion was seconded by Council Member Vice and carried.

 

                              Council Member Patin discussed cleaning up the town.

 

                              It was moved by Council Member Patin to use the grapple truck and public works employees once a month to pick up limbs and debris not picked up by garbage company – with the exception of debris from a contractor, who would be responsible to remove said debris.  The motion was seconded by Council Member Bujard.

 

                              After discussion, Mr. Patin and Mr. Bujard withdrew their motion and second respectively to allow Chief Vice the opportunity to begin the Code Enforcement process.

 

               Janie Fruge, West Calcasieu Cameron Hospital CEO requested the support of Vinton residents for the upcoming tax renewal for the hospital.

 

               Coy Vincent, CPA presented the Audit for the fiscal year ending September 30, 2017, to the governing authority.  He reported that the Town is in good fiscal condition and had no findings relating to financial statements.

 

               It was moved by Council Member Patin that the 2017 Audit be approved as presented.  The motion was seconded by Council Member Loyd and carried.

 

               Mr. Vincent also reported on the Statewide Agreed Upon Procedures.  He reported that there are polices and procedures that the town needs to amend and/or adopt regarding control and compliance.         

                             

                              Chief Ricky Fox gave the monthly Police Department report.

 

                              Terry Vice, Public Works Director gave the monthly Public Works and Electrical Department reports.

 

                              Chris Vice, Fire Chief gave the monthly Fire and Civil Defense reports.

 

                              Mrs. Gloria Payne requested an exception to the Lot Size Ordinance at 1210 Short Street, to allow for a mobile home on said property for her daughter to live in.

 

                              After discussion, it was moved by Council Member Loyd to allow Mrs. Payne an exception to the Lot Size Ordinance at 1210 Short Street to allow a mobile home to be placed there as a residence with the stipulation that the mobile home only be occupied by immediate family.  The motion was seconded by Council Member Hardy and carried.

 

                              Ms. Tara Collins addressed the governing authority regarding her expired extension at 702 East Street.  She requested a permanent extension to the Lot Size Ordinance and the Mobile Home Ordinance (MH over 10 years) on said property.

 

                              After discussion, It was moved by Council Member Vice to table Ms. Collins permanent extension requests at 702 East Street for 60 days. Allowing her time to have the property surveyed to be sure that the lot is of adequate size to allow for the necessary set backs.  The motion was seconded by Council Member Hardy and carried.

 

                              Mr. Chad Romero requested an exception to the Mobile Home Ordinance to allow him to set up a mobile home over 10 years of age at 502 Lawrence Breaux Road.

 

                              It was moved by Council Member Loyd to allow Mr. Romero an exception to the Mobile Home Ordinance at 502 Lawrence Breax Road to set up the mobile home over 10 years of age with the stipulation that only he and/or immediate family live in said mobile home.  The motion was seconded by Council Member Vice and carried.

 

                              Mr. Dwayne Bellemy requested an exception to the Travel Trailer Ordinance, allowing his contractor to live in a travel trailer at 500 Hwy 90 while doing construction for his RV Park. 

 

                              It was moved by Council Member Loyd to allow Mr. Bellemy the exception to the Travel Trailer Ordinance to allow his contractor to live in a travel trailer at 500 Hwy 90, for a period of 90 days after temporary utility services are installed.  The motion was seconded by Council Member Hardy and carried.

 

                              Ms. Beverly McNeely requested an extension to the Travel Trailer Ordinance to allow her to live in a travel trailer at 939 Williams Road to take care of her sick mother. 

 

                              It was moved by Council Member Loyd to allow Ms. McNeely the exception to the Travel Trailer Ordinance allowing her to live in a travel trailer at 939 Williams Road while taking care of her mother – with the stipulations that only she may reside in the trailer and that when there is no longer a need for the trailer it must be moved.  The motion was seconded by Council Member Hardy and carried.

 

                              Terry and Rick Beleon requested an exception to the Lot Size Ordinance at 918 Goodwin Street.  After discussion, it was determined that no exception was needed because they would be using one of the mobile homes as an accessory building and only one residence would be on the lot.

 

                              Mayor Stinson called for Mr. William Boiter to come forward and show cause as to why the structure (Mobile Home) located at 1519 Vincent Street should not be condemned.

 

                              After reviewing the Parish Inspector’s report, Mr. Boiter agreed that the mobile home is condemnable but requested time to have the mobile home repaired from its dilapidated and unsafe condition.

 

                              It was moved by Council Member Loyd that the mobile home located at 1519 Vincent street be ordered condemned.  In addition, Mr. Boiter is ordered to correct the dilapidated, dangerous and unsafe condition of the mobile home within 90 days, pay for all inspections and provide a survey showing compliance with the setbacks.  The motion was seconded by Council Member Vice and carried.

 

                              There being no further business to come before the Governing Authority, it was moved by Council Member Hardy that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
