VINTON, LA

                April 15, 2014

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 15th     day of April, 2014, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               None

 

                                ALSO PRESENT:                 Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

 

                Total Payroll for March, 2014                                                      $   160,171.27                       

                                Total Receipts for March, 2014                                                  $1,588,591.29    

                                Total Disbursements for March, 2014                                     $1,551,474.16

                                Total Bills for March, 2014                                                           $   331,734.02

 

 

 

Kenneth O. Stinson, Mayor called the meeting to order.  Rev. Kathy Fitzhugh led in

prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of March, 2014, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Bujard and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.  He reported that the following bids were received for the CWEF- US 90 Water Extension Project:

 

                                                                MPB Construction, LLC                  $51,540.00

                                                                Blake D. Hines, Inc.                         $59,760.00          

                                                                Apeck Construction, Inc.              $84,520.00

                                                                Simco Enterprises, LTD                  $89,868.00

 

                                Upon the recommendation of the Engineer, it was moved by Council Member Bujard to award the contract for the CWEF- US 90 Water Extension Project to MPB Construction in the amount of $51,540.00.  The motion was seconded by Council Member Loyd and carried.

 

                                Mayor Stinson reported on the offer received on the West Street Property for the rear 2 acres with an option on an additional acre.

 

                                After discussion, it was moved by Council Member Merchant that the following Ordinance be introduced and that a public hearing be held on said ordinance at the May 20th meeting.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

                                                An Ordinance to authorize the sale of up to three acres

of immovable property on West Street from the Town

of Vinton to Boyd Parker, or his assignee, for $30,000.00 per acre.

                                                PUBLIC NOTICE IS HEREBY GIVEN IN ACCORDANCE

                                                WITH THE PROVISIONS OF LSA-R.S. 33:406b(2) OF

                                                THE INTRODUCTION BEFORE THE MAYOR AND

                                                COUNCIL OF THE TOWN OF VINTON, LOUISIANA, OF

                                                AN ORDINANCE ENTITLED AS FOLLOWS, TO-WIT:

 

ORDINANCE

                                    An Ordinance to authorize the sale of up to three acres

of immovable property on West Street from the Town

of Vinton to Boyd Parker, or his assignee, for $30,000.00 per acre.

 

 

PUBLIC NOTICE IS HEREBY FURTHER GIVEN THAT A PUBLIC

                                                HEARING WILL BE HELD IN CONNECTION WITH THE

                                                ADOPTION OF SAID ORDINANCE AT A REGULAR

                                                MEETING OF THE MAYOR AND COUNCIL AT 6:00 P.M.,

                                                ON THE 20th DAY OF MAY, 2014, AT THE REGULAR

MEETING PLACE OF SAID MAYOR AND COUNCIL, AT CITY

                                                HALL, TOWN OF VINTON, LOUISIANA, AND THAT

                                                IMMEDIATELY AFTER SAID PUBLIC HEARING THE COUNCIL

WILL CONSIDER ADOPTION OF SAID ORDINANCE.

 

                                Mayor Stinson announced that the “Yard of the Month” was awarded to St. James Baptist Church.

 

                                Mayor Stinson announced the following events:

 

                                                                National Day of Prayer – May 1st  9:00 A.M.

Trash Bash – May 24th  8:00 A.M. till Noon

                                                                                                 

                                Chief Ricky Fox gave the monthly police department report. 

 

                                Terry Vice, Director of Public Works gave the monthly public works and electrical department reports.

 

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                Mark Guinn, owner of Guinn Construction discussed payment of his retainer for the Horridge Street Bridge Project. 

 

                                A lengthy discussion ensued regarding the damage done to the asphalt on the town’s right of way by the construction company’s heavy equipment.

 

                                Due to the possibility of future litigation, it was moved by Council Member Merchant to go into Executive Session to discuss Guinn’s retainer payment.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                                NAYS: None

 

                                                         ABSENT:  None

 

                                It was moved by Council Member Merchant that the regular meeting be re-convened.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                                NAYS: None

 

                                                         ABSENT:  None

 

                                It was moved by Council Member Loyd to pay the retainer due Guinn Construction less $2,400.00, for the repair of the asphalt on the town’s right of way and to authorize the Mayor to file a Concoursous Proceeding regarding the matter.  The motion was seconded by Council Member Merchant and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Loyd, Merchant, and Renfrow

 

                                                                NAYS: None

 

                                                         ABSENT:  None

 

                                                ABSTAINING:  Council Member Patin

 

                                Mrs. Lois Landry requested an exception to the Minimum Lot Size Ordinance at 1303 Vincent Street to allow for another mobile home where her daughter can reside.

 

                                After a lengthy discussion, it was moved by Council Member Merchant that the request to the Minimum Lot Size Ordinance at 1303 Vincent Street be denied.  The motion was seconded by Council Member Bujard and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Merchant and Renfrow

               

                                                NAYS: Council Members Loyd and Patin

 

                                         ABSENT:  None

 

Motion carried.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned.  The motion was seconded by Council Member Merchant and carried.
