April 18, 2017
The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 18th day of April, 2017, with the following members present:
Kenneth O. Stinson, Mayor
Bliss Bujard, Council Member
William “BB” Loyd, Mayor Pro Tem
Paul Patin, Council Member
Marcus Renfrow, Council Member (arrived late)
ABSENT: Kevin Merchant, Council Member
ALSO PRESENT: None
The following Reports were submitted:
Total Payroll for March, 2017 $ 129,126.27
Total Receipts for March, 2017 $1,006,120.04
Total Disbursements for March, 2017 $1,028,339.63

Kenneth O. Stinson, Mayor called the meeting to order and Council Member Loyd led in prayer, and then followed the Pledge of Allegiance.
It was moved by Council Member Bujard that the minutes of prior meetings, copies of which were mailed to each council member prior to the meeting, be approved as written. The motion was seconded by Council Member Loyd and carried.
Mary Vice, City Clerk gave the monthly Administration Department report. She reported that if the governing authority was interested in possibly “Rolling Forward” the tax millage rate for 2017, there is required advertising that needs to be done now. The final decision to roll forward would not need to be made until the June meeting.
After discussion, it was moved by Council Member Loyd to authorize the required advertising for the “Roll Forward” process. The motion was seconded by Council member Patin and the vote cast thereon was as follows:

ABSENT: Council Members Merchant and Renfrow
Bills for the month of March, 2017, were approved and payment authorized upon a motion by Council Member Loydt, seconded by Council Member Bujard and carried.
Mayor Stinson updated the governing authority on pending grants and projects.
Mayor Stinson announced that Trash Bash will be held on April 22, 2017.
It was moved by Council Member Loyd to authorize the Mayor to apply for the 2018-2019 LCDBG Grant cycle. The motion was seconded by Council Member Bujard and carried.
Mayor Stinson discussed a proposed Resolution to support legislation requiring sales tax on internet sales.
After discussion, it was moved by Council Member Loyd to adopt the proposed Resolution requiring sales tax on internet sales. The motion died for lack of a second.
Council Member Loyd discussed the requirement of a 12ft privacy fence at the new Bender Oaks RV Park.
After discussion, it was moved by Council Member Loyd that the Bender Oaks RV Park be released from the requirement to erect a 12ft privacy fence, instead they be required to repair and paint the existing fence and use the existing vegetation in place of the privacy fence. The motion was seconded by Council Member Renfrow and carried.
Chief Ricky Fox gave the monthly police department report.
Terry Vice, Public Works Director gave the monthly Public Works and Electrical Department reports.
Chris Vice, Fire Chief gave the monthly Fire and Civil Defense reports.
Mr. Danny Lewing requested and exception to the Mobile Home Ordinance to allow him to reside in a travel trailer at 1203 Loree Street.
After discussion, it was moved by Council Member Bujard that Mr. Lewing’s request be denied. The motion was seconded by Council Member Loyd and carried.
Mr. Chad Romero proposed a new RV Park to be located on property he purchased on Lawrence Breaux Road.
Mr. Romero was instructed to get with the Public Works Director and review the Travel Trailer Park Ordinance before submitting his proposal for the park.
There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned. The motion was seconded by Council Member Renfrow and carried.
