VINTON, LA

                April 19, 2016

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 19th day of April, 2016, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               Marcus Renfrow, Council Member

                               

                                ALSO PRESENT:                                Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

Kenneth O. Stinson, Mayor called the meeting to order and Rev. Roger Templeton led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings as corrected, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of March, 2016, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Loyd and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Mayor Stinson announced that “Yard of the Month” was awarded to Gene Cormier @ 1417 Eddy Street.

 

                                It was moved by Council Member Merchant that the list of equipment/vehicles submitted by department heads (Exhibit A) be deemed surplus property and sold at public auction.  The motion was seconded by Council Member Bujard and carried.

 

                                Council Member Bujard reported that he had been contacted by the Barbee family who is in the process of selling their house at 1601 West Street, and after having the property surveyed discovered that the house is on town property approximately 1-1/2 foot. 

 

                                After discussion, it was determined that the town does not have a public purpose or an intended public purpose for the property in question.  Therefore, it was moved by Council Member Bujard that the following Ordinance be introduced to abandon three foot along the property line at 1601 West Street and to hold a public hearing on said Ordinance at the next regular council meeting.  The motion was seconded by Council Member Merchant and the vote cast thereon was as follows:

NAYS:  None

 

                                                        ABSENT:  Council Member Renfrow

                                                PUBLIC NOTICE IS HEREBY GIVEN IN ACCORDANCE

                                                WITH THE PROVISIONS OF LSA-R.S. 33:406b(2) OF

                                                THE INTRODUCTION BEFORE THE MAYOR AND

                                                COUNCIL OF THE TOWN OF VINTON, LOUISIANA, OF

                                                AN ORDINANCE ENTITLED AS FOLLOWS, TO-WIT:

 

    ORDINANCE

 

An ordinance to abandon a portion of that right of

            way and/or servitude in favor of the Town at 1601

            West Street.

 

 

PUBLIC NOTICE IS HEREBY FURTHER GIVEN THAT A PUBLIC

                                                HEARING WILL BE HELD IN CONNECTION WITH THE

                                                ADOPTION OF SAID ORDINANCE AT A REGULAR

                                                MEETING OF THE MAYOR AND COUNCIL AT 6:00 P.M.,

                                                ON THE 17th DAY OF MAY, 2016, AT THE REGULAR

MEETING PLACE OF SAID MAYOR AND COUNCIL, AT CITY

                                                HALL, TOWN OF VINTON, LOUISIANA, AND THAT

                                                IMMEDIATELY AFTER SAID PUBLIC HEARING THE COUNCIL

WILL CONSIDER ADOPTION OF SAID ORDINANCE.

 

                                Council Member Patin discussed the possibility of using the town’s grapple truck and employees to pick up limbs on the side of the road that will not be picked up by the garbage company because they are not cut to specifications listed in the contract.

 

                                After discussion, it was moved by Council Member Patin to use the town’s grapple truck and employees to pick up limbs not picked up by the garbage company.  After further discussion, Council Member Patin withdrew his motion.

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                Upon the recommendation of the Chief, it was moved by Council Member Merchant that Buffy Vice be hired as a probationary dispatcher.  The motion was seconded by Council Member Patin and carried.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.        He also discussed with the governing authority the proposed annual Water Pollution Prevention Resolution.

 

                                It was moved by Council Member Bujard that the following Resolution be adopted.  The motion was seconded by Council Member Merchant and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Loyd, Merchant and Patin

 

                                                NAYS:  None

 

                                         ABSENT:  Council Member Renfrow

 

                                                                                RESOLUTION

 

                                BE IT RESOLVED that the Town of Vinton, Louisiana, hereby informs the Louisiana Department of Environmental Quality that the following actions were taken by the Vinton City Council in regular session convened on the 19th day of April, 2016:

 

1.       Resolved the Municipal Water Pollution Prevention Environmental Audit Report which is attached to this resolution.

2.       Set forth the following actions necessary to maintain permit requirements contained in the Louisiana Pollution Discharge Elimination System (LPDES) permit, number LA0066621.

a.       Point repairs and mainline replacement to combat I/I

b.       Bailing equipment to help with TSS removal

c.        Treatment Plant control upgrade.

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                Ms. Sandra Joseph requested an exception to the Mobile Home Ordinance to allow for a mobile home over 10 years old at 1013 Eddy Street.

 

                                It was moved by Council Member Merchant to approve an exception to the Mobile Home Ordinance to allow for a mobile home over 10 years old and 1013 Eddy Street.  The motion was seconded by Council Member Loyd and carried.

 

                                Ms. Kara McCean requested an exception to the Mobile Home Ordinance to allow for a mobile home over 10 years old at 1226 Stevenson Street.

 

                                It was moved by Council Member Patin to approve an exception to the Mobile Home Ordinance to allow for a mobile home over 10 years old and 1226 Stevenson Street.  The motion was seconded by Council Member Loyd and carried.

 

                                Mr. Larry Findley, III requested an exception to the Mobile Home Ordinance to allow for a mobile home over 10 years old at 1512 Eddy Street.

 

                                It was moved by Council Member Patin to approve an exception to the Mobile Home Ordinance to allow for a mobile home over 10 years old and 1512 Eddy Street.  The motion was seconded by Council Member Loyd and carried.

 

                                Mayor Stinson, representing Mr. Woodrow Barbee requested an exception to the Mobile Home Ordinance to allow for a travel trailer to be used as a residence at 1611 Horridge Street, in order for Mr. Barbee’s daughter to live in while she is helping to take care of he and his wife.

 

                                It was moved by Council Member Merchant to approve an exception to the Mobile Home Ordinance to allow for a travel trailer to be used as a residence at 1611 Horridge Street with the following stipulations: (a) that only blood relatives be allowed to reside in said trailer and; (b) that it not be used as rental property to non-relatives.  The motion was seconded by Council Member Patin and carried.

 

                                Mr. Terrance Thibodeaux requested an exception to the Mobile Home Ordinance to allow for a travel trailer to be used as a residence at 937 Williams Road, while he is repairing his mobile home.

 

                                After a lengthy discussion, it was moved by Council Member Bujard to have the Parish Inspector come and inspect the mobile home to see if it is repairable before granting the exception.  The motion was seconded by Council Member Merchant and carried.

 

                                Mayor Stinson, representing Mr. Chad Reeves requested an exception to the Set Back Ordinance to allow for a canopy over his driveway at 1704 Horridge Street.

 

                                It was moved by Council Member Merchant to approve the exception to the Set Back Ordinance to allow for a canopy of the driveway at 1704 Horridge Street.  The motion was seconded by Council Member Loyd and carried.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Patin that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
