VINTON, LA

                April 21, 2015

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 21st        day of April, 2015, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member (Arrived Late)

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               None

                               

                                ALSO PRESENT:                                Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

Kenneth O. Stinson, Mayor called the meeting to order.  Rev. Roger Templeton led

 in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Patin that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.

 

                                Bills for the month of March, 2015, were approved and payment authorized upon a motion by Council Member Loyd, seconded by Council Member Bujard and carried.

 

                                It was moved by Council Member Bujard to amend the agenda to hear an item regarding Show Cause Hearing @ 322 East Street.  The motion was seconded by Council Member Patin and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Loyd, Patin and Renfrow

 

                                                NAYS:  None

 

                                          ABSENT:  Council Member Merchant

 

                                Mayor Stinson called for the property owner/s of 322 East Street to come forward to Show Cause as to why the structure on said property should not be condemned.  There was no one present representing the property owners of said property.

 

                                It was moved by Council Member Bujard to proceed with the process of condemnation at 322 East Street.  The motion was seconded by Council Member Patin and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Mayor Stinson announced that Tom & Mitzi Yerby – 1307 West Street were awarded “Yard of the Month”.

 

                                It was moved by Council Member Bujard that the following Class B Liquor Permit be approved:

 

                                                                                ALYCO, LLC

                                                                                DBA:  Love’s Travel Stop #362

                                                                                2024A West Street

                                                                                Vinton, LA  70668

 

The motion was seconded by Council Member Patin and carried.

 

                                Mayor Stinson updated the governing authority on the condemnation process at 1507 Eddy Street.  He stated a Show Cause Hearing will be set for the May Council Meeting.

 

                                It was moved by Council Member Bujard that the following names be submitted to represent the Town of Vinton on the LEPA Board:

 

                                                                                Mayor Kenneth Stinson

                                                                                Council Member Kevin Merchant – Alternate

 

The motion was seconded by Council Member Loyd and carried.

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                Council Member Merchant discussed the enforcement and penalties for non-compliance of the 911 Address Ordinance.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

 

                                Mr. Vice reported to the council that Resolutions for the Municipal Water Pollution Environmental Audit Report for the years 2011-2014 needed to be adopted and submitted to DEQ.

 

                                It was moved by Council Member Merchant and seconded by Council Member Loyd that the following Resolution be adopted and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                NAYS:  None

 

                                          ABSENT:  None

 

RESOLUTION

 

                        BE IT RESOLVED that the Town of Vinton, Louisiana hereby informs the Louisiana Department of Environmental Quality that the following actions were taken by the Vinton City Council in regular session convened on the 21st day April, 2015.

 

1.       Reviewed the Municipal Water Pollution Prevention Environmental 2011 Audit Report which is attached to this resolution.

2.       Set forth the following actions necessary to maintain permit requirements contained in the Louisiana Pollution Discharge Elimination System (LPDES) permit, Number LA0066621.

a.       Repair water leaks from infiltration and intrusion. 

b.       Replace check valve @ Industrial Street Lift Station.

RESOLUTION

 

                        BE IT RESOLVED that the Town of Vinton, Louisiana hereby informs the Louisiana Department of Environmental Quality that the following actions were taken by the Vinton City Council in regular session convened on the 21st day April, 2015.

 

1.       Reviewed the Municipal Water Pollution Prevention Environmental 2012 Audit Report which is attached to this resolution.

2.       Set forth the following actions necessary to maintain permit requirements contained in the Louisiana Pollution Discharge Elimination System (LPDES) permit, Number LA0066621.

a.       Repair water leaks from infiltration and intrusion.  Put into service new auto sampler for biomonitoring and routine sampling. 

b.       General repairs.

                        BE IT RESOLVED that the Town of Vinton, Louisiana hereby informs the Louisiana Department of Environmental Quality that the following actions were taken by the Vinton City Council in regular session convened on the 21st day April, 2015.

 

1.       Reviewed the Municipal Water Pollution Prevention Environmental 2013 Audit Report which is attached to this resolution.

2.       Set forth the following actions necessary to maintain permit requirements contained in the Louisiana Pollution Discharge Elimination System (LPDES) permit, Number LA0066621.

a.       Replace second pump and check valve @ plant.  Purchase piping for terraces and repair leaks from infiltration and intrusion. 

b.       Replace Float System of 1-10 Frontage Lift Station.

c.       Improvements to control panel at Industrial Lift Station and completion of piping repairs at sewer plant.

1.        Reviewed the Municipal Water Pollution Prevention Environmental 2014 Audit Report which is attached to this resolution.

2.       Set forth the following actions necessary to maintain permit requirements contained in the Louisiana Pollution Discharge Elimination System (LPDES) permit, Number LA0066621.

a.       Replace the second pump at the Treatment Plant. 

b.       Continue piping repairs on terraces.

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                Mr. Reese Richard discussed a drainage problem behind his business – Climate Control Building.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Loyd that the meeting be adjourned.  The motion was seconded by Council Member Patin and carried.
