called the meeting to order. Chaplin
Tatum led in
prayer, and there followed the Pledge of Allegiance.
It was moved by
Council Member Douglass that the minutes of prior meeting/s, copies of
which were mailed to each Council Member, be
approved as written. The motion was
seconded by Council Member Merchant and carried.
Mary Vice, City
Clerk gave the administration report for the month.
Jojo Mounfils
thanked the governing authority and the public for their participation in the
2007 Relay for Life Campaign. She
presented Mayor Stinson with a Certificate of Appreciation and stated that
Vinton had exceeded their goal which was set at $15,000.00.
Bills for the
month of April, 2007, were approved and payment authorized upon a
motion
by Council Member Douglass, seconded by Council Member Loyd and carried.

Officer’s Memorial Day”.

discussion, it was moved by Council Member Loyd that the following Ordinance be

regular meeting of the governing authority.

Mayor Stinson appointed

Vice inquired about grass letters being sent out to people on the lists he had
submitted.
Council Member
Vice also discussed ditches being cleaned, Ebarb/Savoit driveway and basketball
goals in streets.
After
discussion, it was moved by Council Member Vice to authorize the Mayor and
Chief of Police to work with the attorney in drafting an ordinance for
introduction, making parents responsible for basketball goals and children
playing in streets.
Council Member
Vice moved to adopt a Resolution in support of House Bill 414 which creates the
Interstate 10 Corridor District in certain parishes. The motion was seconded by Council Member
Douglass and the vote cast thereon was as follows:

RESOLUTION

ORDINANCE AMENDING SECTION
13-16 (a) AND (b)OF THE
CODE OF ORDINANCES
OF THE TOWN OF
RELATIVE TO THE GROWTH
OF NOXIOUS
WEEDS OR GRASS OR OTHER
DELETERIOUS,
UNHEALTHFUL GROWTHS.
BE
IT ORDAINED by the Town Council of the Town of Vinton, Louisiana, that Section
13-16 of the Code of Ordinances of the Town of Vinton, Louisiana, are hereby
amended to read as follows, to-wit:
Section 13-16. Unlawful growths
(a)
With regard to
lots, places or areas five (5) acres or less in size, it shall be unlawful for
any person or owner of land to permit the growth of noxious weeds, or other
deleterious, unhealthful or noxious growths,
or of unkempt grass on the whole or any portion thereof of any lot, place or
area within the corporate limits of the town.
Any such growth exceeding twelve (12) inches in height shall be presumed
to be unlawful.
(b) With regard to lots, places or
areas larger than five (5) acres or less in size within the corporate limits of
the town which are contiguous to and abut any occupied residential or
commercial property, it shall be unlawful for any person or owner of such lands
to permit the growth of noxious weeds, or other deleterious, unhealthful or
noxious growths, or of unkempt grass
on a strip fifty (50) feet in width abutting said occupied residential or
commercial property. Any such growth exceeding twelve (12) inches in
height shall be presumed to be unlawful.'

“That section
10.3 of the Code of Ordinances,
Section 10-3
Except as provided
herein, no person shall kindle or maintain, or authorize to be kindled or
maintained, any open burning unless conducted and approved in accordance with
this Section.
“Open burning” is defined as the
burning of materials resulting in emission of products of combustion directly
into the ambient air without passing through a stack or chimney from an
enclosed chamber.
Open burning shall not be
conducted without a written permit issued by the Town Clerk, during normal
business hours, or by the police chief or his/her designee on weekends. Such permits shall be valid for seven (7)
days from the date and hour of issuance, and shall be issued at a cost of $5.00
initially, or at such other cost as the Town Council may hereafter designate.
Permits shall issue to the owner or
legal occupant of land upon which open burning is to be conducted, only as
follows:
a) To
allow burning of leaves, limbs under six inches in diameter, and other plant
material by the permit-holder on the property from which such materials are
produced. The burning of such yard waste
shall be confined to an area not larger than 10 feet in diameter, and the
height of the waste prior to burning shall not exceed 4 feet. Burning of yard waste allowed by this
paragraph shall be conducted during daylight hours, between sunrise and
sunset. Any fires shall be extinguished
by sunset;
b) Outdoor
fires utilized for ceremonial purposes otherwise known as bonfires; or
c) Recreational
fires confined to an area not larger than 3 feet in diameter, with a height
prior to burning not to exceed 2 feet conducted for pleasure, religious,
ceremonial, cooking, warmth or similar purposes.
The location of any permitted open
burning shall not be less than 50 feet from any structure or combustible
material, and provisions shall be made to prevent the fire from spreading to
within 50 feet of any structure or combustible material. Under no circumstances shall any open burning
contain rubbish, plastics, rubber or similar products.
Any open burning shall be constantly
attended until the fire is extinguished.
A portable fire extinguisher or other approved on-site fire
extinguishing equipment, such as dirt, sand, water barrel, garden hose or water
truck, shall be available before immediate utilization to maintain control of
any open burning and to confine it to the limitations of this Section.
Upon issuance of a
permit under this Section, the issuing officer shall:
a) provide
the permit holder a copy of this ordinance; and
b) promptly
provide notice in writing, telephonically or electronically, to the
Superintendent of Public Works or to the Mayor.
Any permit application shall be denied, any issued permit revoked and
any permitted fire shall be extinguished, in the event that the fire chief, the
Director of Public Works, the Mayor or the chief of police or his patrolman,
determines that the fire contemplated by such applicant, or the permitted open
burn underway, is objectionable. Such a
determination shall consider unusual fire hazards, smoke or odor emissions,
atmospheric conditions or local circumstances existing at the time of the
application, during the permit period or after commencement of the permitted
open burning.

Upon
the recommendation of the Chief, it was moved by Council Member Vice to make
Matthew Frederick a regular employee effective 5-15-2007. The motion was seconded by Council Member
Merchant and carried.
Terry
Vice, Director of Public Works gave the monthly Public Works and Electrical
Department reports.
There being no further
business to come before the Governing Authority, it was moved by Council Member
Loyd that the meeting be adjourned. The
motion was seconded by Council Member Douglass and carried.
