VINTON, LA

                May 19, 2015

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 19th day of May, 2015, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member (Arrived Late)

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               None

                               

                                ALSO PRESENT:                                Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

 

                Total Payroll for April, 2015                                                               $   109,692.71

                                Total Receipts for April, 2015                                                           $   988,957.39   

                                Total Disbursements for April, 2015                                                                $   867,619.21

                                Total Bills for April, 2015                                                                    $   329,264.49

 

 

 

Kenneth O. Stinson, Mayor called the meeting to order and led  in prayer, and then followed the Pledge of Allegiance.

 

The Mayor’s Armed Forces Committee presented an Appreciation of Service Award to the family of the Mr. Jimmy Moore.

 

                                It was moved by Council Member Patin that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Merchant and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.  She announced that at the June 16, 2015 meeting of the council that the 2015 tax millage rate would be adopted.

 

                                Bills for the month of April, 2015, were approved and payment authorized upon a motion by Council Member Renfrow, seconded by Council Member Bujard and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.  He called for Mr. Byron Racca, Engineer to come forward to report on the bids received for the Big Woods Road, Hampton Street and Railroad Avenue Project.

 

                                Mr. Racca announced that the bids received on said project were as follows:

 

                                                                R.E. Heidt Construction, LLC                            $660,293.89

                                                                Prairie Contractors, Inc.                                      $686,323.75

 

                                Upon the recommendation of the Engineer and concurrence from Facility Planning and Control, it was moved by Council Member Bujard that the contract for the Big Woods Road, Hampton Street and Railroad Avenue Project be awarded to R.E. Heidt Construction, LLC, in the amount of $660,293.89.  The motion was seconded by Council Member Loyd and carried.

 

                                Mayor Stinson called for the landowner/representative of 1507 East Street to come forward and show cause as to why the structure located on said property should not be condemned/demolished.  The landowner/representative was not present for hearing.

                                It was moved by Council Member Loyd that the condemnation/demolition process proceed at 1507 East Street.  The motion was seconded by Council Member Bujard and carried.

 

                                Mayor Stinson presented the following students certificates for being awarded “Students of the Year” at their respective schools:

                                                Vinton High                                           Victoria Herline

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
