VINTON, LA

                May 20, 2014

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 20th     day of May, 2014, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               None

 

                                ALSO PRESENT:                 Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

 

                Total Payroll for April, 2014                                                         $   109,250.03                       

                                Total Receipts for April, 2014                                                     $   952,860.24    

                                Total Disbursements for April, 2014                                        $   923,523.83

                                Total Bills for April, 2014                                                              $   456,276.66

 

 

 

Kenneth O. Stinson, Mayor called the meeting to order.  Judge Kent Savoie led in

prayer, and then followed the Pledge of Allegiance.

 

                                Mayor Stinson introduced Mitch Redd who is running for Family Court Judge in November.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report and reported that she would be asking for bids from local newspapers so that the Official Journal could be voted on at the June Council meeting. 

 

                                Bills for the month of April, 2014, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Loyd and carried.

 

                                Mayor Stinson recognized the “Students of the Year” as follows:

 

                                                                Liam Hopper – Vinton Elementary School

                                                                Drue Vice – Vinton Middle School

                                                                Megan Gaillard – Vinton High School

 

                                Mayor Stinson updated the governing authority on pending grants and projects. 

 

                                The Mayor announced the following upcoming events:

 

                                                                Memorial Day Event – 9:00 A.M. – City Hall – May 26th

                                                                Trash Bash – 8AM-Noon – Maintenance Shop – May 24th

 

                                Mayor Stinson discussed with the governing authority new GASB laws that would be reflected on the town’s annual financial report pertaining to the town’s participation in the payment of retiree health insurance premiums.

 

                                After discussion, it was moved by Council Member Bujard that the following Ordinance be introduced and that a Public Hearing be held on said Ordinance on June 17, 2014.  The motion was seconded by Council Member Patin and the vote cast thereon was as follows:

                                                AN ORDINANCE ENTITLED AS FOLLOWS, TO-WIT:

An Ordinance to prospectively amend provisions

related to other post-retirement employee benefits.

 

 

PUBLIC NOTICE IS HEREBY FURTHER GIVEN THAT A PUBLIC

                                                HEARING WILL BE HELD IN CONNECTION WITH THE

                                                ADOPTION OF SAID ORDINANCE AT A REGULAR

                                                MEETING OF THE MAYOR AND COUNCIL AT 6:00 P.M.,

                                                ON THE 17th DAY OF JUNE, 2014, AT THE REGULAR

MEETING PLACE OF SAID MAYOR AND COUNCIL, AT CITY

                                                HALL, TOWN OF VINTON, LOUISIANA, AND THAT

                                                IMMEDIATELY AFTER SAID PUBLIC HEARING THE COUNCIL

WILL CONSIDER ADOPTION OF SAID ORDINANCE.

 

                                It was moved by Council Member Merchant that the regular meeting be recessed for a Public Hearing regarding the proposed Sale of West Street Property Ordinance.  It was seconded by Council Member Bujard and carried.

 

                                Mayor Stinson and Attorney Cole reviewed the proposed Ordinance with the governing authority and public present and called for any questions or comments on the matter.

 

                                There being no questions or input from the public, it was moved by Council Member Merchant that the regular meeting be re-convened.  The motion was seconded by Council Member Bujard and carred.

 

                                It was moved by Council Member Merchant that the following Ordinance be adopted.  The motion was seconded by Council Member Bujard and the vote cast thereon was as follows:

                                                                                                ORDINANCE

 

                                                An Ordinance to authorize the sale of up to three acres

of immovable property on West Street from the Town

of Vinton to Boyd Parker, or his assignee, for $30,000.00 per acre.

            The Mayor and Council of the Town of Vinton, State of Louisiana, met in regular session on the 20th day of May, 2014, and adopted the following Ordinance regarding the sale of immovable property.

 

            WHEREAS, the Town of Vinton purchased immovable property with the description recorded in Calcasieu Conveyance Book 3916 at Page 218.

 

            WHEREAS, the Town of Vinton finds this property surplus to its needs, and has voted to authorize the Mayor to negotiate for its sale, as authorized by La. R.S. 33:4712.8.

                                                                               

            THEREFORE, BE IT ORDAINED by the Town Council that Mayor Kenneth O. Stinson is

hereby authorized to execute an Act of Cash Sale with Boyd Parker, or his assignee, upon payment to the Town of $30,000.00 per acre. The property to be sold by the Town of Vinton is the westernmost two acres of the above referenced parcel, with an option on one acre immediately adjacent and to the east of the westernmost two acres of the above referenced parcel, less and except the southernmost one foot. This two acre parcel’s legal description is generally described as follows, to-wit:

Beginning at a point 1320 feet west and 1 foot north of the Southeast corner of the Northeast Quarter of Northeast Quarter (NE/4 of NE/4) of Section 21, Township 10 South, Range 12 West; thence running north a distance of 416.78 feet; thence running east a distance of 209.03 feet; thence running south a distance of 416.78 feet; thence running west a distance of 209.03 feet, more or less to the point of beginning.

 

            BE IT FURTHER ORDAINED that Mayor Kenneth O. Stinson is hereby authorized to execute any and all other papers, documents and acts necessary to complete the sale of the above described property by the Town of Vinton with the said papers, documents, and acts containing such terms, conditions and provisions as he in his discretion deems meet and proper.

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly public works and electrical department reports.

 

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                Ms. Karen Douglass requested that the Council consider amending the Animal Control Ordinance that would require more accountability for owners of dangerous (vicious) dogs.

 

                                The Council instructed Attorney Cole to research the current ordinance and see what amendments could be made to strengthen the ordinance regarding dangerous (vicous) dogs.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
