VINTON, LA

                May 21, 2013

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 21st  day of May, 2013, with the following members present:

                                ABSENT:                               Bliss Bujard, Council Member

 

                                ALSO PRESENT:                 Cade R. Cole, Town Attorney

Kenneth O. Stinson, Mayor called the meeting to order.  Marcus Renfrow led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Loyd and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of April, 2013, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Patin and carried.

 

                                Ms. Sherri Breaux, Louisiana Senate Staff and Wallace Meyers, LA. Legislative Youth Advisory Council Leadership Student Representative presented the Statewide LYAC Leadership Ward to Cory Castillo, recognizing his outstanding leadership and citizenship in our community.

 

                                Mayor Stinson presented certificates to the following Students of the Year:

 

                                                                                Zane McCaughey – Vinton Elementary

                                                                                Tyler Jordan – Vinton Middle

                                                                                Whitney Adams – Vinton High

 

                                Mayor Stinson presented Drew Henien with a Proclamation honoring him as State Free Throw Champion in the 10 Year Old Division.

 

                                Mayor Stinson announced the following Yard of the Month recipients:

                                Mayor Stinson informed the governing authority that the following bids were received in response to the Notice to Bidders for the Horridge Street Bridge Project:

                                Upon the recommendation of the Engineer, it was moved by Council Member Douga that the Base Bid scope of work only be awarded to the lowest responsible bidder – Guinn Construction, LLC in the amount of $497,760.50.  The motion was seconded by Council Member Merchant and carried.

 

                                Mayor Stinson informed the governing authority that the following bids were received in response to the Notice to Bidders for the 2012 Street Improvement Project:

 

                                                                R.E. Heidt Construction, LLC                       $359,618.50

                                                                Apeck Construction, LLC                               $374,790.00

                                                                Prairie Contractors, INC                                                $418,680.00

 

                                Upon the recommendation of the Engineer, it was moved by Council Member Merchant that award of the 2012 Street Improvement construction contract be awarded to the lowest responsible bidder – R.E. Heidt Construction, LLC in the amount of $359,618.50 contingent upon Facility Planning and Control (FP&C) concurrence. The motion was seconded by Council Member Douga and carried. 

 

                                The 2012 Street Improvement Project will be paid with an appropriation grant from the State of Louisiana Capital Outlay in the amount of $196,000.00 and the balance of $163,618.50 will be paid from the Town of Vinton -  IMMA Street Fund.

 

                                Mayor Stinson presented a list of property that is no longer used by departments to be deemed “Surplus Property” in order to be sold at auction at a later date.  (Exhibit A)

 

                                It was moved by Council Member Douga that the list of property submitted by the Mayor be deemed “Surplus Property” and sold at auction, at a later date.  The motion was seconded by Council Member Loyd and carried.

 

                                Mayor Stinson talked about the “Heart Walk” that will take place in Vinton.

 

                                It was moved by Council Member Merchant that Cade Cole be appointed at the Town of Vinton Alternate on the LEPA Board.  The motion was seconded by Council Member Douga and carried.

 

                                Mayor Stinson announced that the week of May 12-17 had been National Police Week.  He thanked the Vinton Police Department for the service they provide to the community. 

 

He also recognized National Public Works Week, May 19-24 and thanked the Public

Works Department for their service to the community.

 

                                Council Member Merchant updated the governing authority on the progress of purchasing the playground equipment for Venissat Memorial Park.

 

                                Council Member Patin discussed abandoned/dilapidated properties in town.

 

                                Attorney Cole presented revisions to the cable ordinance to the governing authority.

 

                                After discussion, it was moved by Council Member Merchant that the following Ordinance be Introduced revising the existing cable ordinance and that a Public Hearing on said Ordinance be held on June 18, 2013.  The motion was seconded by Council Member Douga and the vote cast thereon was as follows:

                                                PUBLIC NOTICE IS HEREBY GIVEN IN ACCORDANCE

                                                WITH THE PROVISIONS OF LSA-R.S. 33:406b(2) OF

                                                THE INTRODUCTION BEFORE THE MAYOR AND

                                                COUNCIL OF THE TOWN OF VINTON, LOUISIANA, OF

                                                AN ORDINANCE ENTITLED AS FOLLOWS, TO-WIT:

 

ORDINANCE

 

An Ordinance requiring a permit for use of municipal property for business operations in the Town of Vinton; requiring the provision of certain information prior to issuance of such permit; setting the franchise fee to be paid by those entities providing cable or video service within the Town’s municipal limits under a state granted franchise authority; and otherwise providing with respect thereto.

 

 

PUBLIC NOTICE IS HEREBY FURTHER GIVEN THAT A PUBLIC

                                                HEARING WILL BE HELD IN CONNECTION WITH THE

                                                ADOPTION OF SAID ORDINANCE AT A REGULAR

                                                MEETING OF THE MAYOR AND COUNCIL AT 6:00 P.M.,

                                                ON THE 18th DAY OF June, 2013, AT THE REGULAR

MEETING PLACE OF SAID MAYOR AND COUNCIL, AT CITY

                                                HALL, TOWN OF VINTON, LOUISIANA, AND THAT

                                                IMMEDIATELY AFTER SAID PUBLIC HEARING THE COUNCIL

WILL CONSIDER ADOPTION OF SAID ORDINANCE.

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly public works and electrical department reports.

 

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                Ms. Sandra Joseph was not present to discuss her agenda item.

 

                                Ms. Bea Hart discussed rising costs of cable and other businesses.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Loyd that the meeting be adjourned.  The motion was seconded by Council Member Douga and carried.
