VINTON, LA

                June 16, 2015

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 16th day of June, 2015, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               Kevin Merchant, Council Member

                               

                                ALSO PRESENT:                                Cade R. Cole, Town Attorney

Kenneth O. Stinson, Mayor called the meeting to order and Mayor Pro Tem Loyd led in prayer, and then followed the Pledge of Allegiance.

 

The Mayor’s Armed Forces Committee presented an Appreciation of Service Award to Mr. Arthur Broussard.

 

                                It was moved by Council Member Loyd that the minutes of prior meetings as corrected, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                It was moved by Council Member Bujard, seconded by Council Member Loyd that the following Resolution be adopted setting the millage rate for the tax year 2015:

 

TOWN OF VINTON, LOUISIANA

 

RESOLUTION

 

                        BE IT RESOLVED, that the following millage is hereby levied on the 2015 tax roll on all property subject to taxation by the Town of  Vinton, Louisiana:

 

                                                            5.760 Mills

 

                        BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Calcasieu, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2015, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

                        The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

                                     NAYS:  None

 

                                 ABSENT:   Council Member Merchant

                                Mrs. Vice announced that two bids were received for the Official Journal as follows:

 

                                                                                American Press                    $5.00/square

                                                                                S/W Daily News                   $3.00/square of 100 words + additional

                                                                                                                                $1.00/square for Vinton News

 

                                It was moved by Council Member Patin that the Southwest Daily News be appointed as the Town’s Official Journal from July 1, 2015- June 30, 2016.  The motion was seconded by Council Member Loyd and carried.

 

                                Bills for the month of May, 2015, were approved and payment authorized upon a motion by Council Member Renfrow, seconded by Council Member Patin and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects. 

 

                                Mayor Stinson announced that Elizabeth St.Julien – 905 East Street had been awarded Yard of the Month.

 

                                Mayor Stinson gave an update on the progress of condemnations that are pending.  He reported that due to incorrect service through the mail to Mr. Codey Stelly @ 1507 East Street, the Police Department had personally served Mr. Stelly with the notice to appear on June 16, 2015, for a Show Cause Hearing on the condemnation of said property.

 

                                Mr. Stelly was not present for the Show Cause Hearing.

 

                                It was moved by Council Member Loyd that the structure located at 1507 Eddy Street be condemned and to proceed with the demolition process according to the ordinance.  The motion was seconded by Council Member Patin and carried.

 

                                Mayor Stinson discussed the FY 2016- FY 2017 Louisiana Community Development Block Grant (LCDBG) program.

 

                                It was moved by Council Member Patin and seconded by Council Member Loyd that a Citizen Participation Plan/Citizen Complaint Procedure be adopted and Mary Vice be appointed as Citizen Complaint Officer for compliance with the LCDBG program.  The vote cast thereon was as follows:

                                                                NAYS:  None

 

                                                         ABSENT:  Council Member Merchant

 

                                It was moved by Council Member Patin and seconded by Council Member Loyd authorizing the Mayor to proceed with the development of the LCDBG application taking into consideration views and proposals submitted by citizens that attended the public hearing as well as those that were unable to attend and views of the governing body.

 

                                The application will be submitted for one of the following activities:

                                It was moved by Council Member Patin and seconded by Council Member Loyd that a Procurement Policy be adopted for compliance with the LCDBG program.  The vote cast thereon was as follows:

                                It was moved by Council Member Patin and seconded by Council Member Loyd authorizing the Mayor to proceed with the procurement and selection of professional services for the purpose of assisting in the development of the LCDBG application and implementation of the project.  The vote cast thereon was as follows:

                                                         ABSENT:  Council Member Merchant

 

                                Council Member Patin discussed dedicating the softball field at Venissat Memorial Park in Memory of Mr. James Milton.

 

                                It was moved by Council Member Patin to dedicated the softball field at Venissat Memorial Park in Memory of Mr. James Milton and to name the field “James Milton Memorial Softball Field”.  The motion was seconded by Council Member Loyd and carried.

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                Dudley and Gwen Lejeune requested an exception to the Mobile Home Ordinance to allow for a mobile home that is over 10 years old at 1915 Perry Street. 

 

                                It was moved by Council Member Bujard that an exception to the Mobile Home Ordinance to allow for a mobile home that is over 10 years old at 1915 Perry Street be granted.  The motion was seconded by Council Member Patin and carried.

 

                                Mr. Brian Burch reported to the governing authority that he had purchased the property at 905 Vincent Street and is in the process of cleaning it up and remodeling the house.  He requested to place an exception to the Mobile Home/Travel Trailer Ordinance to place a travel trailer on the property while he is cleaning and remodeling.

 

                                It was moved by Council Member Patin to allow an exception to the Mobile Home/Travel Trailer Ordinance to allow for a travel trailer to the placed at 905 Vincent Street while Mr. Burch is cleaning and remodeling the property, with the stipulation that if Mr. Burch has not completed the clean-up/remodel within 6 months that the come back before the council to request additional time on his exception.  The motion was seconded by Council Member Loyd and carried.

 

                                Ms. Tracey Neal announced to the council and public present her non-profit youth summer program – “The Neal Deal” which is designed to uplift, encourage, inspire and shame our youth into productive members in our communities.  It is completely free to join for all kids ages 4-19.  

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
