VINTON, LA

June 17, 2014

 

The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 17th day of May, 2014, with the following members present:

 

Kenneth O. Stinson, Mayor

Bliss Bujard, Council Member

William BB Loyd, Mayor-Pro-Tem

Kevin Merchant, Council Member

Paul Patin, Council Member

Marcus Renfrow, Council Member

ABSENT: None

 

ALSO PRESENT: Cade R. Cole, Town Attorney

The following Reports were submitted:

 

Total Payroll for May, 2014 $ 106,988.90

Total Receipts for May, 2014 $ 937,132.29

Total Disbursements for April, 2014 $ 874,117.90

Total Bills for April, 2014 $ 472,596.93

 

 

 

Kenneth O. Stinson, Mayor called the meeting to order. Rev. Kathy Fitzhugh led in

prayer, and then followed the Pledge of Allegiance.

 

It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written. The motion was seconded by Council Member Loyd and carried.

 

Mary Vice, City Clerk gave the monthly Administration Department report. She reported that the following bids were received for the Official Journal bid:

It was moved by Council Member Merchant that the American Press be appointed as the Towns Official Journal, from July 1, 2014 June 30, 2015. The motion was seconded by Council Member Bujard and carried.

 

The Clerk announced that the Town of Vinton, will be assessing its annual tax millage rate at the July 15, 2014 regular meeting of the Mayor and Council, at 6:00 P.M. at City Hall.

 

Bills for the month of May, 2014, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Patin and carried.

 

Representative Mike Danahay updated the governing authority and public present on the 2014 Legislative Session.

 

Mayor Stinson updated the governing authority on pending grants and projects.

 

The Mayor announced that Ms. Beatrice Ogea was awarded Yard of the Month.

 

It was moved by Council Member Bujard that the regular meeting be recessed for a public hearing on the proposed amendment to the Ordinance regarding retiree health insurance. The motion was seconded by Council Member Merchant and carried.

 

Attorney Cole read the proposed Ordinance aloud and the Mayor called for questions from the public.

 

There being no questions or input from the public present, it was moved by Council Member Merchant that the regular meeting be re-convened. The motion was seconded by Council Member Loyd and carried.

 

It was moved by Council Member Bujard that the following Ordinance be adopted. The motion was seconded by Council Member Patin and the vote cast thereon was as follows:

Be it ordained by the Mayor and Council of the Town of Vinton that:

 

The Code of Ordinances, Town of Vinton, Louisiana, is hereby amended by amending and re-enacting Section 233 of Article III of Chapter 2, which said Section shall now read as follows:

 

Sec. 2-33.  Insurance.

As a part of compensation to employees, the town will pay premiums for eligible employees participating in the town's group health insurance program. The Town may elect to fund other group insurance for its employees, or make such programs available for purchase.

 

To the extent that the town's health insurance program allows participation by spouses and dependents of employees and such coverage is selected, premiums shall be paid by the employee through payroll deductions.

 

Retirees may participate in the towns group health insurance program, and if such coverage is selected then premiums and related costs shall be paid by the retiree.

Council Member Patin discussed the reporting of council meetings in the newspaper.

 

Council Member Patin discussed beginning a new Street Overlay Project.

 

Chief Ricky Fox gave the monthly police department report.

 

Terry Vice, Director of Public Works gave the monthly public works and electrical department reports.

 

Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

Chief Merchant discussed working with the attorney to introduce ordinances pertaining to requirements for house numbering and requiring smoke detectors in HUD rental housing.

Mr. Andrew Brewer and Mr. Travis Batchelor discussed with the governing authority the possibility of the town running water and sewer to the Thoroughbred Park Commercial Property for potential economic development.

 

There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned. The motion was seconded by Council Member Loyd and carried.
