The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 20th day of June, 2017, with the following members present:
Kenneth O. Stinson, Mayor
William “BB” Loyd, Mayor Pro Tem
Kevin Merchant, Council Member
Paul Patin, Council Member
Marcus Renfrow, Council Member
ABSENT: Bliss Bujard, Council Member
ALSO PRESENT: None
The following Reports were submitted:
Total Payroll for May, 2017 $ 116,105.75
Total Receipts for May, 2017 $1,025,611.18
Total Disbursements for May, 2017 $1,058,349.76

Kenneth O. Stinson, Mayor called the meeting to order and Council Member Renfrow led in prayer, and then followed the Pledge of Allegiance.
It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each council member prior to the meeting, be approved as written. The motion was seconded by Council Member Loyd and carried.
Mary Vice, City Clerk gave the monthly Administration Department report. She announced that the town would be adopting its 2017 Millage Rate at the July 18th regular meeting. She also reported that one bid was received for the Official Journal as follows:
American Press $4.95/square inch

It was moved by Council Member Merchant that the American Press be appointed at the town’s Official Journal for 2017/2018. The motion was seconded by Council Member Loyd and carried.
Bills for the month of May, 2017, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Loyd and carried.
Mayor Stinson updated the governing authority on pending grants and projects. He also reported that due to the potential inclement weather forecast from Tropical Storm Cindy, City Hall will close at noon on Wednesday, June 21, 2017 and re-open on Friday, June 23, 2017.
Mayor Stinson presented plaques of appreciation to out going Council Members Merchant and Renfrow for their dedicated service to the town and its citizens.
Chief Ricky Fox gave the monthly police department report.
Upon the recommendation of the Chief, it was moved by Council Member Merchant that Kenneth Eugen Leach, Jr. be hired as a probationary patrolman. The motion was seconded by Council Member Loyd and carried.
Terry Vice, Public Works Director gave the monthly Public Works and Electrical Department reports.
Chris Vice, Fire Chief gave the monthly Fire and Civil Defense reports.
Mr. Tony Mancuso was not present at the meeting.
Ms. Triss Bujard Walter requested an exception to the Mobile Home Ordinance to allow her to set up a mobile home over 10 years old at 1409 Kathy Street.
It was moved by Council Member Merchant that Ms. Bujard be granted the exception to the Mobile Home Ordinance as requested with the inspection being waived and the stipulations that she adhere to the site plan presented to the town and that only blood relatives own/reside in the home. The motion was seconded by Council Member Patin and carried.
Mr. Bill Boiter requested an exception to the Set Back Ordinance and Mobile Home Ordinance at 1519 Vincent Street.
After a lengthy discussion, it was moved by Council Member Patin to table Mr. Boiter’s request until the July 18th meeting, when he could present pictures of the mobile home to the governing authority. The motion was seconded by Council Member Loyd and carried.
Chad Romero requested exceptions to the Travel Trailer Ordinance that would allow him to place three (3) travel trailers on this property on Lawrence Breaux Road for himself and two helpers to reside in while they work to prepare the property for an RV Park.
After a lengthy
discussion, it was moved by Council Member Patin to allow Mr. Romero the
exception for him and two helpers to reside in travel trailers on this property
on Lawrence Breaux Road for six (6) months, with the stipulation that the
required spacing standard in the ordinance be adhered to. The motion was seconded by Council Member
Loyd and the vote cast thereon was as follows:
YEAS: Council Members Loyd, Merchant and Patin
NAYS: Council Member Renfrow
ABSENT: Council Member Bujard
Mrs. Acklin Doucette discussed her frustration with the condition of the property next door to her (909 Vincent Street). She asked if there were any ordinances that would assist in forcing the people to clean it up.
The Mayor explained to Mrs. Doucette that we do have a Junk Ordinance and that we would be notifying the property owner by certified letter.
Mrs. Lola Hickman requested to be added to the agenda to discuss the protection of the people of the Town of Vinton.
Mayor Stinson called for any public comment regarding Mrs. Hickman’s topic. There being no public comment, he asked for a motion to amend the agenda.
There being no motion made to amend the agenda, Mrs. Hickman asked to be put on the July agenda.
There being no further business to come before the Governing Authority, it was moved by Council Member Patin that the meeting be adjourned. The motion was seconded by Council Member Renfrow and carried.
