VINTON, LA

                June 21, 2016

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 21st day of June, 2016, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               None

                               

                                ALSO PRESENT:                                None

                                                                               

                                                                The following Reports were submitted:

Kenneth O. Stinson, Mayor called the meeting to order and Council Member Renfrow led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings as corrected, copies of which were mailed to each council member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.  She announced that the following bids were received for the Official Journal:

 

                                                                                American Press                   $4.95/square inch

                                                                                S/W Daily                              $3.50/square inch

                                                                                S/W Daily & Vinton News  $4.50/square inch

 

                                After discussion, it was moved by Council Member Patin that the American Press be appointed as the Town’s Official Journal beginning July 1, 2016 and ending June 30, 2017.  The motion was seconded by Council Member Loyd and carried. 

 

                                Bills for the month of May, 2016, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Loyd and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Council Member Patin discussed repairing the sidewalks in front of the Baptist and Methodist Churches.  He also discussed using the town’s grapple truck to pick up limbs placed on the side of the road that are not being picked up by the garbage company.

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.        He requested that the hay being bailed at the sewer plant be deemed surplus property.

 

                                After discussion, it was moved by Council Member Merchant that the hay bailed at the sewer plant be deemed surplus property.  The motion was seconded by Council Member Renfrow and carried.

               

                                Jerry Merchant, Fire Chief was not present at the meeting, therefore no Fire or Civil Defense reports were given.

 

                                Mr. Terrence Thibodeaux was not present at the meeitng.

 

                                Ms. Barbara Alcantrara requested an exception to the Mobile Home Ordinance to allow for a mobile home over 10 years of age be allowed at 2402 Delta Downs Drive.

 

                                After discussion, it was moved by Council Member Merchant that an exception be granted to Ms. Alcantrara to allow a mobile home over 10 years of age at 2402 Delta Downs Drive.  The motion was seconded by Council Member Loyd and carried.

 

                                It was moved by Council Member Patin that the agenda be amended to discuss an amendment to the Minimum Lot Size Ordinance at 2402 Delta Downs Drive.  The motion was seconded by Council Member Loyd and after allowing public comment, the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                                NAYS:  None

 

                                                         ABSENT:  None

 

                                In addition to the exception to the Mobile Home Ordinance, Ms. Alcantrara also requested an exception to the Minimum Lot Size Ordinance to allow for the mobile home to be placed on her 10 acres of un-subdivided land where a double wide mobile home already exists. 

 

                                After discussion, it was moved by Council Member Merchant to allow for an exception to the Minimum Lot Size Ordinance at 2402 Delta Downs Drive.  The motion was seconded by Council Member Loyd and carried.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Renfrow that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
