VINTON, LA

                July 18, 2017

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 18th day of July, 2017, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Stephanie Hardy, Council Member

                                                                                William “BB” Loyd, Mayor Pro Tem

                                                                                Paul Patin, Council Member

Kenneth O. Stinson, Mayor called the meeting to order and Rev. Roger Templeton led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Loyd that the minutes of prior meetings, copies of which were mailed to each council member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.

 

                                It was moved by Council Member Loyd and seconded by Council Member Bujard that the following Resolution adopting the 2017 millage rate be adopted:

 

TOWN OF VINTON, LOUISIANA

RESOLUTION

                        BE IT RESOLVED, that the following millage is hereby levied on the 2017 tax roll on all property subject to taxation by the Town of  Vinton, Louisiana:

 

                                    General Alimony                    5.540 Mills

 

                        BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Calcasieu, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2016, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

                        The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

                                It was moved by Council Member Bujard and seconded by Council Member Loyd to amend the agenda to hear an item regarding electing a Mayor Pro Tem.  Mayor Stinson called for public comment regarding the addition to the agenda, being no comment from the public the vote cast thereon was as follows:

 

                                                                YEAS:  Council Member Bujard, Hardy, Loyd, Patin and Vice

 

                                                                NAYS:  NONE

 

                                                          ABSENT:  NONE

 

                                                  ABSTAINING:  NONE

 

                                It was moved by Council Member Bujard that Council Member Loyd be elected as Mayor Pro Tem.  The motion was seconded by Council Member Vice and carried.

 

                                Bills for the month of June, 2017, were approved and payment authorized upon a motion by Council Member Patin, seconded by Council Member Hardy and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects. 

 

                                Upon the recommendation of Mayor Stinson, it was moved by Council Member Bujard and seconded by Council Member Loyd that Mary O. Vice be re-appointed as City Clerk, Treasurer and Tax Collector.  The vote cast thereon was as follows:

                                                                NAYS:  NONE

 

                                                         ABSENT:  None

 

                                                ABSTAINING:  Council Member Vice 

                                Upon the recommendation of Mayor Stinson, it was moved by Council Member Patin that Cade R. Cole be re-appointed as the Town Attorney.  The motion was seconded by Council Member Loyd and carried.

 

                                Upon the recommendation of Mayor Stinson, it was moved by Council Member Loyd that Alvin B. King be re-appointed as Magistrate.  The motion was seconded by Council Member Hardy and carried.

 

                                Upon the recommendation of Mayor Stinson, it was moved by Council Member Bujard that Chris Vice be re-appointed as Fire Chief.  The motion was seconded by Council Member Vice and carried.

 

                                Upon the recommendation of Mayor Stinson, it was moved by Council Member Bujard that Rev. Roger Templeton be re-appointed as the Town Chaplin.  The motion was seconded by Council Member Loyd and carried.

 

                                It was moved by Council Member Loyd and seconded by Council Member Hardy that the following Resolution be adopted.  The vote cast thereon was as follows:

                                                                NAYS:  None

 

                                                          ABSENT:  None

                                                                                                RESOLUTION

 

                                                BE IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana, in regular session convened that Mayor Kenneth O. Stinson is hereby authorized and empowered to apply with the Calcasieu Parish Road and Drainage Trust Fund for the North Horridge Street Bridge and Roadway Improvement Project.

 

                                                BE IT FURTHER RESOLVED that the project cost share is as follows:

 

                                                                Total Project                         $310,000.00

                                                                Town of Vinton Share         $186,000.00 (60%)

                                                                CPPJ Trust Fund Share     $124,000.00 (40%)

 

                                                APPROVED AND ADOPTED this 18th day of July, 2017.

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Public Works Director gave the monthly Public Works and Electrical Department reports.

                                Chris Vice, Fire Chief gave the monthly Fire and Civil Defense reports.

 

                                Mr. Tony Mancuso discussed sub-dividing his two lots at 1014 & 1016 Fancher Street to make a third lot.  All three lots would be in excess of the 6000 square feet as required by the ordinance.

 

                                Mr. Kevin McDaniel requested an exception to the Lot Size Ordinance at 1506 Railroad Ave. to allow the existing building to be re-modeled into a duplex.  There was no action taken on Mr. McDaniel’s request.

 

                                Ms. Rebecca Jobe requested an exception to the Mobile Home Ordinance to allow a mobile home over 10 years of age at Lawrence Breaux Road.

 

                                It was moved by Council Member Loyd that Ms. Jobe’s request be approved.  The motion was seconded by Council Member Patin and carried.

 

                                Ms. Lola Hickman was not present at the meeting.

 

                                Mr. Ricardo Costillo requested access to Corporate Drive to access his property located behind where the street dead ends.  It was explained to Mr. Costillo that permits were applied for and given by the state with the understanding that Corporate Drive would dead end and NOT be a through Street.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned.  The motion was seconded by Council Member Hardy and carried.
