VINTON, LA

                July 21, 2015

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 21st day of July, 2015, with the following members present:

Kenneth O. Stinson, Mayor called the meeting to order and Rev. Roger Templeton led in prayer, and then followed the Pledge of Allegiance.

 

The Mayor’s Armed Forces Committee presented an Appreciation of Service Award to Mr. John Richard.

 

Mayor Stinson and the Council presented Achievement Medals and a Proclamation to the Vinton All Star T-Ball Team for their successful season and making it to the State Finals.

 

Mayor Stinson and the Council presented Mr. James Milton’s family with a plaque to honor the re-naming of the softball field  in his memory.

 

Representative Mike Danahay gave an update on the 2015 Legislative Session.

 

                                Ms. Jeannie Weisse, Aide to Senator David Vitter introduced herself to the governing authority and public present

 

                                It was moved by Council Member Bujard that the minutes of prior meetings as corrected, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Loyd and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of June, 2015, were approved and payment authorized upon a motion by Council Member Loyd, seconded by Council Member Patin and carried.

 

                                Mayor Stinson announced that Linda Doiron – 1320 East Street had been awarded Yard of the Month.

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

It was moved by Council member Merchant that the following Resolution be adopted.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

                                                RESOLUTION

 

                                BE IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana, in regular session convened that Mayor Kenneth O. Stinson is hereby authorized and empowered to apply with the Calcasieu Parish Road and Drainage Trust Fund for a grant to help fund a Drainage Project for the Town.

 

                                APPROVED AND ADOPTED this 21st day of July, 2015.

                                Mayor Stinson appointed Council Members Renfrow and Patin to the 2015-2016 Budget Committee.

 

                                Mayor Stinson called for the following Show Cause Hearings on condemnations:

 

                                                909 Vincent Street – Property owner was not present.

 

                                It was moved by Council Member Bujard that the structure located at 909 Vincent Street be deemed condemned and the demolition process proceed.  The motion was seconded by Council Member Patin and carried. 

 

                                                1411 Horridge Street – Mr. Reese Richard, representing the property owner requested an extension of 60 days to demolish structure in order for the property owner to finish up the Succession of the deceased family member that owned the property.

 

                                It was moved by Council Member Patin that the house located at 1411 Horridge Street be deemed condemned and the property owner be given a 60 day extension to proceed with the demolition process.  The motion was seconded by Council Member Renfrow and carried.

 

                                                105 Murphy Drive – Property owner was not present.

 

                                It was moved by Council Member Bujard that the structure located at 105 Murphy Drive be deemed condmned and the demolition process proceed.  The motion was seconded by Council Member Renfrow and carried.

 

                                It was moved by Council Member Bujard that the following Resolution be adopted.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

RESOLUTION

 

A RESOLUTION AUTHORIZING ISSUANCE BY THE WEST CALCASIEU PARISH COMMUNITY CENTER AUTHORITY OF NOT EXCEEDING $7,250,000 OF WEST CALCASIEU PARISH COMMUNITY CENTER AUTHORITY REVENUE REFUNDING BONDS, 2015 SERIES.

 

                        WHEREAS, the Board of Directors of the West Calcasieu Parish Community Center Authority (the “Authority”), after examining available data, has determined that there is substantial need within the Authority for advance refunding and/or defeasing all of the Authority’s outstanding Revenue Bonds (Events and Community Center Project), Series 2011, dated September 30, 2011 on original issue, of which $7,015,000 is currently outstanding (the “Outstanding Bonds”), which mature September 1, 2016 to September 1, 2031, inclusive (these maturities herein collectively referred to as the “Refunded Bonds”) in accordance with the provisions of Chapter 14-A of Title 39 of the Louisiana Revised Statutes of 1950, as amended; and

 

                        WHEREAS, issuance of not exceeding $7,250,000 of the Issuer’s Revenue Refunding Bonds, Series 2015 (the “Bonds”) will permit the Issuer to receive debt service savings producing a positive economic benefit for the Authority; and

 

                        WHEREAS, the Town of Vinton, Louisiana, as a participant in the Authority must approve the Authority’s projects and financings;

 

                        NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Town of Vinton, Louisiana, as follows:

 

                        SECTION 1:  There being a real public necessity for the issuance of the Bonds by the Authority, authorization and approval of the issuance of the Bonds is hereby given to the Authority for the issuance, sale and delivery of the Bonds to advance refund and/or defease the Authority’s Outstanding Bonds, subject to the approval of the Louisiana State Bond Commission.

 

                        SECTION 2.    The Mayor and the Clerk of the Council of the Town of Vinton, Louisiana, are hereby directed to execute, deliver and take all action necessary or desirable in conformity with the Act for carrying out, giving effect to and consummating the transactions contemplated by the Bonds, this Resolution, any offering memorandum, and the Bond Purchase Agreement, and all other documents, instruments or certificates necessary or proper for the issuance, sale and delivery of the Bonds, including without limitation, execution and delivery of any closing documents in connection with issuance of the Bonds.

 

                        SECTION 3.   It is the express purpose and intention of this entity by the adoption of this resolution to award and deliver to the Authority all necessary and proper authority and discretion to accomplish and complete the issuance, sale and delivery of the Bonds.

 

                        SECTION 4.     All other resolutions in conflict herewith be, to the extent of such conflict, and the same are hereby repealed.

                        Council Member Patin discussed piles of trash/vegetative debris needing to be picked up by the garbage company.

 

                                Attorney Cole discussed the Firearm Free Zone with the governing authority.

 

                                After discussion, it was moved by Council Member Merchant to authorize the attorney to file the Firearm Free Zone Map he had prepared with the Calcasieu Parish Clerk of Court as required by statute.  The motion was seconded by Council Member Loyd and carried.

 

                                Attorney Cole discussed the proposed Ordinance to repeal the Louisiana Underground Utilities and Facilities Damage Ordinance.

 

                                It was moved by Council Member Loyd to introduce the following Ordinance and to hold a Public Hearing on said Ordinance at the August 18 meeting of the council.  The motion was seconded by Council Member Merchant and the vote cast thereon was as follows:

    ORDINANCE

 

                That the Code of Ordinance, Town of Vinton, Louisiana,

                are hereby amended by amending and restating Section 25-3

 

PUBLIC NOTICE

 

                                                PUBLIC NOTICE IS HEREBY GIVEN IN ACCORDANCE

                                                WITH THE PROVISIONS OF LSA-R.S. 33:406b(2) OF

                                                THE INTRODUCTION BEFORE THE MAYOR AND

                                                COUNCIL OF THE TOWN OF VINTON, LOUISIANA, OF

                                                AN ORDINANCE ENTITLED AS FOLLOWS, TO-WIT:

 

    ORDINANCE

 

                That the Code of Ordinance, Town of Vinton, Louisiana,

                are hereby amended by amending and restating Section 25-3

 

PUBLIC NOTICE IS HEREBY FURTHER GIVEN THAT A PUBLIC

                                                HEARING WILL BE HELD IN CONNECTION WITH THE

                                                ADOPTION OF SAID ORDINANCE AT A REGULAR

                                                MEETING OF THE MAYOR AND COUNCIL AT 6:00 P.M.,

                                                ON THE 18th DAY OF AUGUST, 2015, AT THE REGULAR

MEETING PLACE OF SAID MAYOR AND COUNCIL, AT CITY

                                                HALL, TOWN OF VINTON, LOUISIANA, AND THAT

                                                IMMEDIATELY AFTER SAID PUBLIC HEARING THE COUNCIL

WILL CONSIDER ADOPTION OF SAID ORDINANCE.

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                Ms. Angie Pitt requested an exception to the Mobile Home Ordinance to allow for a mobile home that is over 10 years old at Fontenot’s Mobile Home Park. 

 

                                It was moved by Council Member Merchant that an exception to the Mobile Home Ordinance to allow for a 1988 Redmond mobile home – VIN #14707687 that is over 10 years old at Fontenot’s Mobile Home Park be granted.  The motion was seconded by Council Member Patin and carried.

                                 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Renfrow that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
