The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 15th day of August, 2017, with the following members present:
Kenneth O. Stinson, Mayor
Bliss Bujard, Council Member
Stephanie Hardy, Council Member
William “BB” Loyd, Mayor Pro Tem
Paul Patin, Council Member
Patrick Vice, Council Member
ALSO PRESENT: Cade R. Cole, Town Attorney
The following Reports were submitted:
Total Payroll for July, 2017 $ 176,749.61
Total Receipts for July, 2017 $1,138,655.48

Kenneth O. Stinson, Mayor called the meeting to order and Council Member Loyd led in prayer, and then followed the Pledge of Allegiance.
The Mayor’s Armed Forces Committee presented Appreciation Awards to Mr. Billy Aven and Mr. Bob Aven for their service to our country.
Ms. Jackie Green, Calcasieu Council on Aging introduced Ms. Melissa McHenry as the new Vinton Senior Center Coordinator.
It was moved by Council Member Bujard that the minutes of prior meetings, copies of which were mailed to each council member prior to the meeting, be approved as written. The motion was seconded by Council Member Loyd and carried.
Mary Vice, City Clerk gave the monthly Administration Department report.
Bills for the month of July, 2017, were approved and payment authorized upon a motion by Council Member Patin, seconded by Council Member Vice and carried.
Mayor Stinson updated the governing authority on pending grants and projects.
Mayor Stinson presented the proposed 2018 Budget to the governing authority.
It was moved by Council Member Hardy that the proposed 2018 Budget be introduced as presented and that a Public Hearing be advertised and held as follows. The motion was seconded by Council Member Vice and the vote cast thereon was as follows:

The proposed budget for the year October 1, 2017, thru September 30, 2018, of the Town of Vinton, Louisiana, has been prepared in accordance with the provisions of the Louisiana Local Government Budget Act and is available for public inspection at the office of the Mayor, Town of Vinton, 1200 Horridge Street Vinton, Louisiana, from 7:30 A.M. to 5:00 P.M., Monday through Thursday and 8:00 A.M. to Noon on Friday (except holidays). A public hearing on the Proposed Budget is scheduled for:
6:00 P.M. – City Hall
OPERATING BUDGET SUMMARY
Following is a summary of the proposed budget for the year October 1, 2016 thru September 30, 2017:
TRANSFERS AND LOANS $566,526
ESTIMATED ENDING FUND BALANCE $10,095,111
The proposed operating budget for the year ending September 30, 2018, which is available at City Hall, provides further details.
Chief Ricky Fox gave the monthly police department report.
Terry Vice, Public Works Director gave the monthly Public Works and Electrical Department reports.
Chris Vice, Fire Chief gave the monthly Fire and Civil Defense reports.
Ms. Lola Hickman discussed issues she is having with things being stolen from her property and she questioned the police regarding the process of keeping criminals in jail.
Ms. Hannah Bushnell requested an exception to the Lot Size and Mobile Home Ordinances at 1503 ˝ Stevenson Street to allow the existing mobile home be removed and replaced with one over 10 years of age. In addition, the lot does not meet the required 6000 square feet, it is approximately 60 square feet short.
It was moved by Council Member Vice to allow Ms. Bushnell the exceptions to the Mobile Home and Lot Size Ordinances as requested with the following sitpulations:
1. The family that is residing in the old mobile home be moved into the new mobile home.
2. She adhere to the site plan submitted and on file with the town.
The motion was seconded by Council Member Hardy and the vote cast thereon was as follows:

NAYS: Council Members Bujard, Loyd and Patin
There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned. The motion was seconded by Council Member Patin and carried.
