VINTON, LA

                August 16 , 2011

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 16th day of August, 2011, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                Harold R. Douga, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                                                                                                                                               

                                ABSENT:                              None

 

                                ALSO PRESENT:               Cade Cole, Town Attorneys

 

                                                                The following Reports were submitted:

Kenneth O. Stinson, Mayor called the meeting to order.  Chaplin Dale Tatum led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Douga that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of July, 2011, were approved and payment authorized upon a motion by Council Member Douga, seconded by Council Member Loyd and carried.

 

                                Ms. Meg Lovejoy introduced herself and announced that she will be a candidate for District 12 Police Juror in the October election.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.  He stated the Water Efficiency Project is substantially complete and needs to be accepted by the governing authority as such.

 

                                It was moved by Council Member Merchant that upon the recommendation of the engineer the Water Efficiency Project be accepted as substantially complete.  The motion was seconded by Council Member Bujard and carried.

 

                                Mayor Stinson called for the Condemnation Hearing for 1607 Vincent Street, Mr. Randy Marshall property owner.

 

                                Mr. Marshall informed the council that he is aware that the structure located on the property needs to be demolished.  He is willing to do the demolition, but because of his work schedule he will need 90 days to have it completed.

 

                                After discussion, it was moved by Council Member Douga to allow Mr. Marshall 90 days to demolish the structure located on 1607 Vincent Street.  The motion was seconded by Council Member Bujard and carried.

 

                                It was moved by Council Member Merchant to amend the agenda to hear the Condemnation Hearing for 1031 Stevenson Street.  The motion was seconded by Council Member Loyd and carried.

 

                                Mayor Stinson called for the Condemnation Hearing for 1031 Stevenson Street, Ms. Lanell B. Farmer owner.

 

                                Mr. Daniel Keeling, representing Ms. Farmer informed the council that a contractor has been hired to demolish the structure located on the property and requested 30 days to have the demolition completed.

 

                                It was moved by Council Member Patin to allow Ms. Farmer 30 days to complete the demolition of the structure located at 1031 Stevenson Street.  The motion was seconded by Council Member Merchant and carried.

 

                                Mayor Stinson introduced the proposed 2012 Budget to the governing authority.

               

                                It was moved by Council Member Douga that a public hearing be held on the proposed budget on Friday, September 9, 2001, at 6:00 p.m. and that the following notice be published one time in the town’s official journal.  The motion was seconded by Council Member Patin and carried.

TOWN OF VINTON, LOUISIANA

 

                   The proposed budget for the year October 1, 2011, thru September 30, 2012, of the Town of Vinton, Louisiana, has been prepared in accordance with the provisions of the Louisiana Local Government Budget Act and is available for public inspection at the office of the Mayor, Town of Vinton, 1200 Horridge Street Vinton, Louisiana, from 7:30 A.M. to 5:00 P.M., Monday through Thursday and 8:00 A.M. to Noon on Friday (except holidays).  A public hearing on the Proposed Budget is scheduled for:

 

            Friday, September 9, 2011

6:00 P.M. – City Hall

OPERATING BUDGET SUMMARY

 

Following is a summary of the proposed budget for the year October 1, 2011 thru September 30, 2012:

            The proposed operating budget for the year ending September 30, 2012, which is available at City Hall, provides further details.

 

                        Chief Ricky Fox gave the monthly police department report.

 

                        Due to the absence of Terry Vice, Director of Public Works, a written report was submitted for the public works and electrical departments.

 

                                It was moved by Council Member Bujard that the agenda be amended to hear an item regarding 1110 Nelson Street.  The motion was seconded by Council Member Douga and carried.

 

                                Council Member Patin discussed the dilapidated condition of the structure at 1110 Nelson Street.

 

                                It was moved by Council Member Patin that the parish inspector be authorized to come and inspect the structure at 1110 Nelson Street for condemnation.  The motion was seconded by Council Member Douga and carried.

 

                                In the absence of Fire Chief Jerry Merchant, a written report was submitted for the fire department. 

 

                                Mr. Ray Taylor announced his candidacy for District 12 Police Juror.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Douga that the meeting be adjourned.  The motion was seconded by Council Member Bujard and carried.
