VINTON, LA

                August 18, 2015

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 18th day of August, 2015, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               None

                               

                                ALSO PRESENT:                                Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

Kenneth O. Stinson, Mayor called the meeting to order and Rev. Roger Templeton led in prayer, and then followed the Pledge of Allegiance.

 

Mr. Judd Bares announced to the governing authority and public present his intention to run for

Calcasieu Parish Police Juror of District 12.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings as corrected, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Loyd and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of July, 2015, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Patin and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Mayor Stinson appointed Council Members Bujard and Loyd to serve on a committee that would work together with the Calcasieu Parish Police Jury and Vinton Harbor & Terminal District representatives to service water along the Johnny Breaux Road Extension Project.

 

                                Mayor Stinson announced that Melba Adams – 702 Industrial Street had been awarded Yard of the Month.

                                Mayor Stinson introduced the 2016 proposed budget to the governing authority and public present.

 

                                It was moved by Council Member Bujard that the proposed 2016 Budget be introduced and that the following Resolution be adopted calling for a public hearing on Thursday, September 3, 2015.  The motion was seconded by Council Member Renfrow and the vote cast thereon was as follows:

         BUDGET HEARING

TOWN OF VINTON, LOUISIANA

 

                   The proposed budget for the year October 1, 2015, thru September 30, 2016, of the Town of Vinton, Louisiana, has been prepared in accordance with the provisions of the Louisiana Local Government Budget Act and is available for public inspection at the office of the Mayor, Town of Vinton, 1200 Horridge Street Vinton, Louisiana, from 7:30 A.M. to 5:00 P.M., Monday through Thursday and 8:00 A.M. to Noon on Friday (except holidays).  A public hearing on the Proposed Budget is scheduled for:

Following is a summary of the proposed budget for the year October 1, 2015 thru September 30, 2016:

                                Attorney Cole read the proposed Ordinance repealing Ordinance number 379.

 

It was moved by Council Member Loyd that the regular meeting be recessed for a public hearing

On the proposed Ordinance repealing Ordinance number 379.  The motion was seconded by Council Member Bujard and carried.

 

                                There being no input from the public, it was moved by Council Member Merchant that the regular meeting be re-convened.  The motion was seconded by Council Member Loyd and carried.

 

                                It was moved by Council Member Bujard that the following Ordinance be adopted.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

ORDINANCE ____________

Introduction Caption:  That the Code of Ordinances, Town of Vinton, Louisiana, are hereby amended by amending and restating Section 25-3, which said section will read as follows:

Sec. 25-3.  Louisiana Underground Utilities and Facilities Damage Prevention Law.

The ordinance is amended to revise the town’s participation in the Louisiana one-call program.

Be it ordained by the Council of the Town of Vinton that:

 

Section 1.

 

That the Code of Ordinances, Town of Vinton, Louisiana, is hereby amended by amending and restating, Section 25.3 of the Code which said Section shall read as follows:

 

Sec. 25-3.  Louisiana Underground Utilities and Facilities Damage Prevention Law.

 

The town does hereby declare that it repeals Ordinance No. 379 (adopted 11-21-89) effective September 1, 2015, and it thereby declines to opt out of governance by and inclusion within said "Louisiana Underground Utilities and Facilities Damage Prevention Law", i.e., LSA-R.S. 40:1749.11 through 40:1749.22, and, accordingly, notice is hereby given that the town will become a member of, participate in, and share the cost of a regional notification center.

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

                                There being no further business to come before the Governing Authority, it was moved by Council Member Loyd that the meeting be adjourned.  The motion was seconded by Council Member Bujard and carried.
