The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 21st day of August, 2012, with the following members present:
Kenneth O. Stinson, Mayor
Bliss Bujard, Council Member
Harold R. Douga, Council Member
Kevin Merchant, Council Member
Paul Patin, Council Member
ABSENT: William “BB” Loyd, Mayor-Pro-Tem
ALSO PRESENT: Cade Cole, Town Attorney
The following Reports were submitted:
Total Payroll for July, 2012 $ 93,499.45
Total Receipts for July, 2012 $1,273,347.65
Total Disbursements for July, 2012 $1,249,135.45
Total Bills for July, 2012 $ 478,173.91
Kenneth O. Stinson, Mayor called the meeting to order. Chaplin Tatum led in prayer, and then followed the Pledge of Allegiance.
It was moved by Council Member Douga that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written. The motion was seconded by Council Member Bujard and carried.
Mary Vice, City Clerk gave the monthly Administration Department report.
Bills for the month of July, 2012, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Bujard and carried.
Mayor Stinson updated the governing authority on pending grants and projects.
Mayor Stinson announced that Pearl Fouts was awarded the “Yard of the Month” designation for the month of August.
Mayor Stinson introduced the proposed 2013 budget to the governing authority.
It was moved by Council Member Merchant that a Public Hearing be held on the proposed 2013 Budget, on Tuesday, September 11, 2012 and that the following notice be advertised one (1) time in the town’s official journal. The motion was seconded by Council Member Patin and carried.
TOWN OF VINTON, LOUISIANA
The proposed budget for the year October 1, 2012, thru September 30, 2013, of the Town of Vinton, Louisiana, has been prepared in accordance with the provisions of the Louisiana Local Government Budget Act and is available for public inspection at the office of the Mayor, Town of Vinton, 1200 Horridge Street Vinton, Louisiana, from 7:30 A.M. to 5:00 P.M., Monday through Thursday and 8:00 A.M. to Noon on Friday (except holidays). A public hearing on the proposed budget is scheduled for:
6:00 P.M. – City Hall
OPERATING BUDGET SUMMARY
Following is a summary of the proposed budget for the year October 1, 2012 thru September 30, 2013:
TRANSFERS AND LOANS ($198,505)
ESTIMATED ENDING FUND BALANCE $9,432,818
The proposed operating budget for the year ending September 30, 2013, which is available at City Hall, provides further details.
Mayor Stinson discussed entering into a Joint Service Agreement with the Calcasieu Parish Police Jury to purchase two (2) boom mowers.
After discussion, it was moved by Council Member Douga that the Mayor be authorized to enter into a Joint Service Agreement with the Calcasieu Parish Police Jury for the purchase of two (2) boom mowers. The motion was seconded by Council Member Merchant and carried.
Chief Ricky Fox gave the monthly Police Department report.
Council Member Merchant reported on the Park Committee meeting that was held last night. Using the information and ideas gathered from the committee meetings, he presented the following proposal for the future use of Venissat Memorial Park:
1. Leave the softball field as is.
2. Purchase playground equipment to be erected in an area behind the existing concession stand.
3. The skate park be left intact and the fenced area west of the skate park that is currently not being used be resurfaced for a basketball court and goals be installed. This would also include fencing repairs to the skate park in addition to a new fence being erected between the skate park and proposed basketball court.
4. Repairing existing walking paths, sidewalks and parking area.
5. Install covered Bar-B-Q & picnic areas.
6. Horseshoe pits in picnic area.
After discussion, it was moved by Council Member Patin to allow another 30 days
before making a decision on the project. Mr. Patin withdrew his motion for additional discussion.
After a lengthy discussion, it was moved by Council Member Merchant that the proposed project plan for the future use of Venissat Memorial Park be approved as presented and then submitted to the State for approval. The motion was seconded by Council Member Douga and the vote cast thereon was as follows:
YEAS: Council Members Douga and Merchant
NAYS: Council Members Bujard and Patin
ABSENT: Council Member Loyd
The vote resulting in a tie, Mayor Stinson voted “Yay” and the motion passed.
Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.
Chief Jerry Merchant, gave the monthly Fire and Civil Defense reports.
Mr. Glen Ebarb was not present to address the governing authority.
There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned. The motion was seconded by Council Member Douga and carried.
