Vinton, Louisiana

                                                                                                            September 3, 2015

 

                        The Mayor and Council of the Town of Vinton, Louisiana, met in special session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 P.M., on the 3rd day of September, 2015, after full compliance with all requirements as to notice and otherwise in respect to convening of said meeting with the following members present:

 

                                                Kenneth O. Stinson, Mayor

                                                William “BB” Loyd, Mayor-Pro-Tem

                                                Kevin Merchant, Council Member

                                                Paul Patin, Council Member

                                                Marcus Renfrow, Council Member

                                                                                                                                                                                    ABSENT:          Bliss Bujard, Council Member

 

            ALSO PRESENT:         Phillip Abshire, CPA   

 

                                    Kenneth Stinson, Mayor called the meeting to order and reported that the purpose of the meeting was as follows:

 

1.        To discuss and/or transact business pertinent to Public Hearing and possible adoption of the proposed 2016 Budget.

2.        To discuss and/or transact business pertinent to the 2015 Budget Amendment.

 

Phillip Abshire, CPA presented the 2015 Budget Amendment to the governing authority.

 

                        It was moved by Council Member Merchant that the 2015 Budget Amendment be adopted as presented.  The motion was seconded by Council Member Loyd and carried.

 

It was moved by Council Member Renfrow that the special meeting be

Recessed for a public hearing on the proposed 2016 Budget.  The motion was seconded by Council Member Patin and carried.

 

                        Phillip Abshire reviewed the proposed budget and reported that it included a $1.00/ hour raise for employees and a long list of capital outlay including a new phone system, new police car, new digger truck and drainage and street overlay projects.

 

                        After questions from the council and public were answered, it was moved by Council Member Merchant that the special meeting be re-convened.  The motion was seconded by Council Member Loyd and carried.

 

                        The Mayor stated that the presented 2016 Budget for the Fire Department would be voted on separately and apart from the Town’s 2016 Budget for all other departments and divisions. 

                                    It was moved by Council Member Renfrow that the Town’s 2016 Fire Department Budget (attached hereto as Exhibit A) be adopted as presented. The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

                                                YEAS: Council Members Loyd, Merchant, Patin and Renfrow 

                                                NAYS: None

                                            ABSENT:  Council Member Bujard

                                   ABSTAINING: Council Member Merchant

                        It was moved by Council Member Renfrow that the Town’s 2016 Budget (attached hereto as Exhibit B), less and excluding the Town’s 2016 Budget for the Fire Department, be adopted as presented. The motion was seconded by Council Member Loyd and the vote cast thereon was as follows: 

                                                YEAS:  Council Members Loyd, Merchant, Patin and Renfrow

                                                NAYS:  None

                                               ABSENT:  Council Member Bujard

                                     ABSTAINING:  None

                                                            RESOLUTION

                   BE IT RESOLVED by the Mayor and Council of the Town of Vinton, Louisiana, in special session convened that;

 

                   Section 1.  Be it resolved that the attached detailed estimate of Revenues for the fiscal year beginning October 1, 2015 and ending September 30, 2016, be and the same is hereby adopted to serve as an operating budget of revenues for the Town during same period.

 

                   Section 2.  Be it further resolved that 100% of the estimated wages and 100% of the attached estimates of expenditures by departments for same is hereby adopted to serve as a budget of expenditures for the Town during the said period.

 

                   Section 3.  Be it further resolved that the adoption of this operating budget of expenditures is by and the same is hereby declared to operate as an appropriation of the amount herein set forth with the terms of budget classification.

 

                   Section 4.  Be it further resolved that amounts are available for expenditures only to the extent included with the 2015-2016 budget.

 

                   Section 5.  Be it further resolved that this resolution shall take effect October 1, 2015.

                                    There being no further business to come before the governing authority, it was moved by Council Member Loyd that the meeting be adjourned.  The motion was seconded by Council Member Renfrow and carried.
