Vinton, Louisiana

                                                                                                            September 9, 2013

 

                        The Mayor and Council of the Town of Vinton, Louisiana, met in special session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 P.M., on the 9th day of September, 2013, after full compliance with all requirements as to notice and otherwise in respect to convening of said meeting with the following members present:

 

                                                Kenneth O. Stinson, Mayor

                                                Bliss Bujard, Council Member

                                                William “BB” Loyd, Mayor-Pro-Tem

                                                Kevin Merchant, Council Member

                                                Paul Patin, Council Member

                                                Marcus Renfrow, Council Member

                                                                                                                                                                                    ABSENT:          None

 

            ALSO PRESENT:         Phillip Abshire, CPA   

 

                                    Kenneth Stinson, Mayor called the meeting to order and reported that the purpose of the meeting was as follows:

 

1.                      To discuss and/or transact business pertinent to Public Hearing/possible adoption of the proposed 2014 Budget.

2.                        To discuss and/or transact business pertinent to amending the 2013 Budget.

 

                                    It was moved by Council Member Merchant that the special meeting be recessed for a public hearing on the proposed budget for the fiscal year ending September 30, 2014.  The motion was seconded by Council Member Bujard and carried.

 

                        Mayor Stinson reviewed the proposed budget with the governing authority and public present.

 

                        There were a couple of questions from the public inquiring about increases in water/sewer rates.  The Mayor answered that there were no increases in the water/sewer rates in this budget.

There being no further in-put from the public it was moved by Council Member

Merchant that the special meeting be re-convened.  The motion was seconded by Council Member Loyd and carried.

 

                                    The Mayor stated that the presented 2014 Budget for the Fire Department would be voted on separately and apart from the Town’s 2014 Budget for all other departments and divisions.

 

                                    It was moved by Council Member Loyd that the Town’s 2014 Fire Department Budget (attached hereto as Exhibit A) be adopted as presented. The motion was seconded by Council Member Renfrow and the vote cast thereon was as follows:

 

                                                YEAS: Council Members Bujard, Loyd, Patin and Renfrow

 

                                                NAYS: None

 

                                    ABSTAINING: Council Member Merchant

 

                        It was moved by Council Member Bujard that the Town’s 2014 Budget (attached hereto as Exhibit B), less and excluding the Town’s 2014 Budget for Budget for the Fire Department, be adopted as presented. The motion was seconded by Council Member Patin and the vote cast thereon was as follows:

 

                                                YEAS: Council Members Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                NAYS: None

 

                                            ABSENT:  None

 

RESOLUTION

 

                   BE IT RESOLVED by the Mayor and Council of the Town of Vinton, Louisiana, in special session convened that;

 

                   Section 1.  Be it resolved that the attached detailed estimate of Revenues for the fiscal year beginning October 1, 2013 and ending September 30, 2014, be and the same is hereby adopted to serve as an operating budget of revenues for the Town during same period.

 

                   Section 2.  Be it further resolved that 100% of the estimated wages and 100% of the attached estimates of expenditures by departments for same is hereby adopted to serve as a budget of expenditures for the Town during the said period.

 

                   Section 3.  Be it further resolved that the adoption of this operating budget of expenditures is by and the same is hereby declared to operate as an appropriation of the amount herein set forth with the terms of budget classification.

 

                   Section 4.  Be it further resolved that amounts are available for expenditures only to the extent included with the 2013-2014 budget.

 

                   Section 5.  Be it further resolved that this resolution shall take effect October 1, 2013.

                                    Phillip Abshire, CPA reviewed the amendments made to the budget for the fiscal year ending September 30, 2013, with the governing authority.

 

                        It was moved by Council Member Bujard that the Town’s 2013 Budget Amendments, less and excluding the Town’s 2013 Budget Amendments for the Fire Department, be adopted as presented. The motion was seconded by Council Member Patin and the vote cast thereon was as follows:

 

                                                YEAS: Council Members Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                NAYS: None

 

                                            ABSENT:  None

 

                        It was moved by Council Member Loyd that the Town’s 2014 Fire Department Budget Amendment be adopted as presented. The motion was seconded by Council Member Bujard and the vote cast thereon was as follows:

 

                                                YEAS: Council Members Bujard, Loyd, Patin and Renfrow

 

                                                NAYS: None

 

                                    ABSTAINING: Council Member Merchant

 

                        There being no further business to come before the governing authority, it was moved by Council Member Patin that the meeting be adjourned.  The motion was seconded by Council Member Bujard and carried.
