The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 16th day of September, 2014, with the following members present:
Kenneth O. Stinson, Mayor
Bliss Bujard, Council Member
Kevin Merchant, Council Member
Paul Patin, Council Member
Marcus Renfrow, Council Member
ABSENT: William “BB” Loyd, Mayor-Pro-Tem
ALSO PRESENT: Cade R. Cole, Town Attorney
The following Reports were submitted:
Total Payroll for August, 2014 $ 152,736.68
Total Receipts for August, 2014 $1,297,725.46
Total Disbursements for August, 2014 $1,100,364.85
Total Bills for August, 2014 $ 378,671.84
Kenneth O. Stinson, Mayor called the meeting to order. Rev. Roger Templeton led in
prayer, and then followed the Pledge of Allegiance.
It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written. The motion was seconded by Council Member Bujard and carried.
The Mayor’s Armed Forces Committee presented Appreciation for Service Certificates to:
Clifton J. Stutes
Mary Vice, City Clerk gave the monthly Administration Department report.
Bills for the month of August, 2014, were approved and payment authorized upon a motion by Council Member Bujard, seconded by Council Member Patin and carried.
Mr. Oliver “Jackson” Schrumpf announced that he is running for District Judge in the November election and would appreciate the support from the citizens of Vinton.
Mr. Mitch Redd announced that he is also running for District Judge in the November election and would appreciate the support from the citizens of Vinton.
Mayor Stinson updated the governing authority on pending grants and projects.
It was moved by Council Member Bujard that the Mayor be authorized to enter into a Joint Service Agreement with the Parish to purchase a slope mower in the amount of $13,265.00. The motion was seconded by Council Member Merchant and carried.
Mayor Stinson discussed the Drainage Study being performed by the Parish.
The Mayor announced that St. Joseph Catholic Church was awarded “Yard of the Month”.
Mayor Stinson presented the 2014 Budget Amendment to the governing authority.
It was moved by Council Member Merchant the the 2014 Budget Amendment be adopted as presented. The motion was seconded by Council Member Bujard and carried.
It was moved by Council Member Merchant that the following Class “A” Liquor and Class “A” Beer Permit be approved:

Vinton, LA 70668
The motion was seconded by Council Member Renfrow and carried.
Mayor Stinson discussed adopting a Resolution in support of collaborating with neighboring cities to develop and implement a plan for alternative fuels in our MPO region.
After discussion, it was moved by Council Member Merchant to adopt the Resolution regarding developing and implementing a plan for alternative fuels in our MPO region. The motion died for the lack of a second.
Mayor Stinson reminded everyone of the 2014 Heritage Festival, October 11, 2014, and of the Christmas Parade to be held on December 12, 2014.
The governing authority discussed Halloween falling on Friday and the football game being out of town. It was decided NOT to change trick-or-treating.
Chief Ricky Fox gave the monthly police department report.
Terry Vice, Director of Public Works gave the monthly public works and electrical department reports.
Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.
Mrs. Katrina Trahan requested an exception to the Minimum Lot Size Ordinance at 1115 Nona Street.
After a lengthy discussion and reviewing the paper work presented by Mrs. Trahan, it was moved by Council Member Merchant to table any decision on Mrs. Trahan’s request until further information could be received regarding how many lots they purchased. The motion was seconded by Council Member Bujard and carried.
There being no further business to come before the Governing Authority, it was moved by Council Member Patin that the meeting be adjourned. The motion was seconded by Council Member Renfrow and carried.
