VINTON, LA

                September 19, 2017

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 19th day of September, 2017, with the following members present:

Kenneth O. Stinson, Mayor called the meeting to order and Rev. Roger Templeton led in prayer, and then followed the Pledge of Allegiance.

 

Mayor Stinson recognized the Ministerial Alliance team and thanked them for all of their tireless efforts in assisting and caring for Hurricane Harvey and flood vicitims.

 

                                It was moved by Council Member Loyd that the minutes of prior meetings, copies of which were mailed to each council member prior to the meeting, be approved as written.  The motion was seconded by Council Member Patin and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.

 

                                Bills for the month of August, 2017, were approved and payment authorized upon a motion by Council Member Bujard, seconded by Council Member Hardy and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Mayor Stinson presented a proposed Resolution to the governing authority regarding the Sabine River Authority.

 

                                It was moved by Council Member Bujard and seconded by Council Member Loyd that the following Resolution be adopted.  The vote cast thereon was as follows:

                                                            RESOLUTION

 

Whereas in March of 2016 historic rains in the upper Sabine River basin caused an increase in the lake levels at Toledo Bend;

 

Whereas the Sabine River Authority of Texas did not open the Toledo Bend flood gates to lower the lake levels in anticipation for the receipt of this historic water inflow, citing the Federal Energy Regulatory Commission (“FERC”) license for the Toledo Bend Project;

 

Whereas in late August and early September of 2017 Hurricane Harvey caused significant accumulation of rainfall in the Sabine River basin;

 

Whereas Hurricane Harvey’s historic rainfall was projected even before its August 25, 2017 landfall, but the Sabine River Authority of Texas did not open the Toledo Bend flood gates to lower the lake levels in anticipation for the receipt of this water inflow until August 30, 2017, citing the FERC license for the Toledo Bend Project;

 

Whereas thousands of downstream homeowners were flooded in the Sabine River basin below the Toledo Bend dam during these events;

 

Whereas the significant downstream flooding could have been mitigated by a strategic release in anticipation of the obvious significant inflow of water;

 

Whereas Article 43 of the FERC license for the Toledo Bend Project allows the licensees to petition for a change in the operational capacity of the project to the extent that the change is economically sound and in the public interest;

 

Whereas due to the downstream flooding impact, the citizens of the Town of Vinton and surrounding areas of Calcasieu Parish suggest that it is clearly in the public interest to allow emergency releases to improve storage capacity in advance of imminent flood threats;

 

THEREFORE BE IT RESOLVED by Mayor and Council of the Town of Vinton, Louisiana in regular session convened on this 19th day of September, 2017 that:

 

1)      The Sabine River Authority of Louisiana through its Board of Commissioners, and the Governor of Louisiana, be and are hereby implored to petition FERC and the Sabine River Authority of Texas for a change in the Toledo Bend Project license to deal with emergency flooding;

2)      The Sabine River Authority of Texas be and are hereby implored to petition FERC for a change in the Toledo Bend Project license to deal with emergency flooding as described hereinabove;

3)      The FERC be and are hereby implored to promptly approve the aforesaid license change; and

4)      A copy of this Resolution be transmitted to our congressional and state legislative delegations, the Governors of Louisiana and Texas,  the Sabine River Authority of Louisiana, the Sabine River Authority of Texas, and the Federal Energy Regulatory Commission.

                                Council Member Patin discussed cleaning up the town and reported that he and Council Member Loyd are working together to bring a plan to the council regarding this issue.

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Public Works Director gave the monthly Public Works and Electrical Department reports.

                                Chris Vice, Fire Chief gave the monthly Fire and Civil Defense reports.

 

                                Ms. Christy Bellomy was not present to discuss her R.V. Parik issue.

 

                                Mr. Charlie Comeaux requested an exception to the Mobile Home Ordinance to allow a mobile home over 10 years of age be placed on his property on East Street. 

 

                                It was moved by Council Member Loyd to allow Mr. Comeaux the exception to the Mobile Home  Ordinance as requested with the following sitpulations:

 

1.       He adhere to the site plan submitted and is on file with the town.

2.       The exception is only valid for this particular mobile home.

3.       That he be in compliance with all other requirements of the Mobile Home Ordinance within 60 days from placement.

 

The motion was seconded by Council Member Bujard and the vote cast thereon was as follows:

                                There being no further business to come before the Governing Authority, it was moved by Council Member Loyd that the meeting be adjourned.  The motion was seconded by Council Member Vice and carried.
