VINTON, LA

                September 20, 2016

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 20th day of September, 2016, with the following members present:

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               Bliss Bujard, Council Member

                               

                                ALSO PRESENT:                                Cade R. Cole, Town Attorney

Kenneth O. Stinson, Mayor called the meeting to order and Council Member Loyd led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings as corrected, copies of which were mailed to each council member prior to the meeting, be approved as written.  The motion was seconded by Council Member Renfrow and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of August, 2016, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Patin and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Mayor Stinson reported that Mr. Jose Sevilla – 2211 Hwy 90 W., after receiving his notice of condemnation from the August, 2016, council meeting had called city hall and said he had never received the notice for the “Show Cause” hearing and would like the opportunity to address the council regarding his property.

 

                                Ms. Amy Britt, Relator for Mr. Sevilla reported to the Council that she is assisting him in getting his property cleaned and prepared to be sold.  She stated that they agree that the structures need to be demolished and are requesting 30 days to get the project done.

 

                                After discussion, it was moved by Council Member Merchant that the structures at 2211 Hwy 90 W be condemned and that the property owner be allowed a 30 day extension to have them demolished.  The motion was seconded by Council Member Patin and carried.

 

                                It was moved by Council Member Loyd that the following Resolution be adopted.  The motion was seconded by Council Member Renfrow and the vote cast thereon was as follows:

                                                ABSENT:  Council Member Bujard

 

                                                                                                RESOLUTION

 

                                BE IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana, in regular session convened that Mayor Kenneth O. Stinson is hereby authorized and empowered to apply for the 2016/2017 L-GAP funding.

                                Chief Ricky Fox gave the monthly police department report.

 

                                Upon the recommendation of the Chief, it was moved by Council Member Merchant that Justin Sittig be hired as a patrolman beginning October 10, 2016.  The motion was seconded by Council Member Loyd and carried.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

                                Jerry Merchant, Fire Chief was not present at the meeting, therefore no Fire or Civil Defense reports were given.

 

                                Ms. Jessica Morrow requested an exception to the Mobile Home/Travel Trailer Ordinance at 1415 Eddy Street to allow her family a place to live while they are having floors replaced in their house. 

 

                                It was moved by Council Member Merchant that an exception be granted for 90 days to Ms. Morrow at 1415 Eddy Street, allowing them to live in a travel trailer during their remodeling project.  The motion was seconded by Council Member Renfrow and carried.

 

                                Ms. Shontell Toups presented pictures of the mobile home she had requested an exception for at the August, 2016, meeting.  She again requested an exception to the Mobile Home Ordinance for a mobile home in excess of 10 years old.  In addition, she requested an exception to the Lot Size Ordinance at 105 Tim Street to allow her to move the mobile home onto the undivided property that is in excess of ½ acre.

 

                                It was moved by Council Member Merchant that exceptions to the Mobile Home and Lot Size Ordinances be granted to Ms. Toups to allow for a mobile home over 10 years of age and allow it to be placed at 105 Tim Street – which is a lot in excess of ½ acre that is undivided.  With the stipulation that the mobile home is not used as rental property (not including family members).  The motion was seconded by Council Member Loyd and carried.

 

                                Mr. Chad Perry requested exceptions to the Mobile Home and Lot Size Ordinance to allow for 2 mobile home over 10 years of age onto his property at 1612 Industrial Street, which is 3 acres of undivided property.

 

                                It was moved by Council Member Patin to grant exceptions to the Mobile Home and Lot Size Ordinances to Mr. Perry at 1612 Industrial to allow for 2 mobile homes over 10 years of age and allow them to be placed at 1612 Industrial – which is a 3 acre undivided lot.  With the stipulation that the mobile homes are not used as rental property (not including family members).  The motion was seconded by Council Member Loyd and carried.

 

                                Ms. Barbara Alcantara requested an exception to the Mobile Home/Travel Trailer Ordinance to allow her family to live in a travel trailer while repairs are being done to their mobile home.

 

                                It was moved by Council Member Merchant that Ms. Alcantara be granted an exception to the Mobile Home/Travel Trailer Ordinance at 2402 Delta Downs Drive for 60 days to allow her family a place to live in a travel trailer while making repairs to their mobile home.  The motion was seconded by Council Member Loyd and carried.

 

                                Mr. Kenneth Lanclos requested an exception to the Mobile Home/Travel Trailer Ordinance to allow that he live in a travel trailer while he build his home at 942 Williams Road.

 

                                It was moved by Council Member Patin that Mr. Lanclos be granted an exception to the Mobile Home/Travel Trailer Ordinance for 180 days, to allow him to live in a travel trailer at 942 Williams Road while he builds his home.  The motion was seconded by Council Member Renfrow and carried.

 

                                Mr. Homer Williams discussed the need of youth leadership in the community and offered his time and talents to help in starting programs that would reach out to our youth.

 

                                 There being no further business to come before the Governing Authority, it was moved by Council Member Merchant that the meeting be adjourned.  The motion was seconded by Council Member Renfrow and carried.
