VINTON, LA

                October 16, 2012

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 18th day of September, 2012, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                Harold R. Douga, Council Member

                                                                                William, “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                                                                                                                                               

                                ABSENT:                              None

 

                                ALSO PRESENT:               Cade Cole, Town Attorney

Kenneth O. Stinson, Mayor called the meeting to order.  Chaplin Tatum led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Douga that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Congressman Jeff Landry addressed the governing authority and public present regarding his bid for Louisiana’s 3rd Congressional District seat and asked for the voters support on November 6th.

 

                                Senator John Smith discussed Vinton’s Capital Outlay Street Project and where it is in the funding process. 

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.  Ms. Vice informed the governing authority that Mr. Norman Lily had travelled from West Virginia to discuss an exception to the Minimum Lot Size Ordinance but had not been informed he needed to be on the agenda to address the council.

 

                                It was moved by Council Member Bujard and seconded by Council Member Patin to amend the agenda to hear an item pertaining to an exception to the minimum lot size ordinance. 

 

Mayor Stinson asked for public comment.  There being no public comment the vote cast thereon was as follows:

                                                                NAYS:  None

 

                                                         ABSENT:  None

 

                                Mr. Norman Lily requested an exception to the Minimum Lot Size Ordinance at 1501 West Street.  There are 5 lots at this address and the house sits on a portion of one of the lots he wants to build an efficiency apartment.

 

                                Mr. Lily’s request was taken under advisement and will be addressed at next month’s council meeting after the council members have an opportunity to go see the property.

 

                                Bills for the month of September, 2012, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Loyd and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.  He announced that the town had been awarded a grant from the Parish’s Road and Drainage Trust Fund in the amount of $442,500.00 for the Horridge Street Bridge Project.

 

                                It was moved by Council Member Merchant that the following Resolution be adopted regarding the LCDBG Water Treatment Plant Improvement Project.  The motion was seconded by Council Member Douga and the vote cast thereon was as follows:

                                                NAYS:  None

 

                                        ABSENT:   None

 

RESOLUTION

 

            BE IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana, in Regular Session convened on the 16th day of October, 2012, that Meyer & Associates be authorized to advertise and receive bids on the LCDBG Water Treatment Plant Improvement Project.

 

            BE IT FURTHER RESOLVED that the bids be received and opened on the 14th day of November, 2012, at 10:00 A.M.

 

            APPROVED AND ADOPTED this 16th day of October, 2012.

                        Council Members Douga and Loyd who were appointed to the garbage contract committee reported that they had met on numerous occasions with several different garbage providers and their recommendation is that the town piggy back on the parish garbage contract with certain provisions to the contract that will be specific to the Town of Vinton.

 

                        After discussion, it was moved by Council Member Loyd that the following Resolution be adopted.  The motion was seconded by Council Member Douga and the vote cast thereon was as follows:

 

                                    YEAS:  Council Members Bujard, Douga, Loyd, Merchant and Patin

 

                                    NAYS:  None

 

                            ABSENT:  None

 

RESOLUTION

OF THE MAYOR AND COUNCIL

OF THE TOWN OF VINTON

 

            The Mayor and Town Council of the Town of Vinton, State of Louisiana, met in regular session on the 16th day of October, 2012, and adopted the following resolution:

 

            WHEREAS, the Town of Vinton is authorized to grant a non-exclusive solid waste franchise under La. R.S. 33:4169.1.

 

            WHEREAS, the Town has solicited information from various providers, and has determined that it is in the best interests of the Town of Vinton to enter into a Time Contract for the Collection of Solid Waste with Waste Management of Louisiana, LLC (the “Garbage Contract”).

 

            THEREFORE, BE IT RESOLVED, that the Mayor and Town Council of the Town of Vinton does hereby formally, officially and for all purposes enter into that certain Garbage Contract attached hereto as Exhibit “A”, together with the included Addendum No. 1.

           

            BE IT FURTHER RESOLVED, that the Mayor of Vinton be and is hereby authorized to execute these and related agreements on behalf of the Town of Vinton.

                        Mayor Stinson announced that Mr.& Mrs. Marcus Renfrow, 1501 Horridge Street have been awarded “Yard of the Month”.

 

                        Council Member Patin discussed street improvements.  Mr. Hubert Gaillard, Mr. Richard Huval and Mr. Edward Vice also commented on the need for street improvements.

 

                        Mayor Stinson asked that the citizens support the ½ % Sales Tax Re-newal election on November 6, 2012.

 

                        It was moved by Council Member Loyd that the following names be submitted to the Vinton Harbor & Terminal District for the expiring term of Charles Bryant:

 

                                                            Colby Conner

                                                            Steve Jennings

 

The motion was seconded by Council Member Merchant and carried.

 

                        It was moved by Council Member Douga that the following names be submitted to the Vinton Harbor & Terminal District for the un-expired term of Kevin Pickett:

                                                            Clinton “Skip” Schaefer

                                                            Alex Morrow

 

The motion was seconded by Council Member Bujard and carried.

 

                        Mayor Stinson announced that Halloween - Trunk or Treat will be held on October 31, 2012, from 5:30-8:00 in the 1400 block of Horridge Street.

 

                        Mayor Stinson announced that the Christmas Parade will be held December 7th at 5:00 P.M.  You may contact city hall to enter a float in the parade.

 

                        Chief Ricky Fox gave the monthly Police Department report.

 

                                Upon the recommendation of Chief Fox, it was moved by Council Member Patin that Joseph Lewis be hired as a probationary patrolman.  The motion was seconded by Council Member Loyd and carried.

 

                                In the absence of Terry Vice, Director of Public Works the monthly Public Works and Electrical Department reports were submitted in writing.

 

                                Chief Jerry Merchant, gave the monthly Fire and Civil Defense reports. 

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Douga that the meeting be adjourned.  The motion was seconded by Council Member Bujard and carried.
