VINTON, LA

                October 20, 2015

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 20th day of October, 2015, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               None

                               

                                ALSO PRESENT:                                Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

Kenneth O. Stinson, Mayor called the meeting to order and Rev. Roger Templeton led in prayer, and then followed the Pledge of Allegiance.

 

Mrs. Wendy Aquillard asked for support in her re-election campaign for Calcasieu Parish Assessor.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings as corrected, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of September, 2015, were approved and payment authorized upon a motion by Council Member Bujard, seconded by Council Member Merchant and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Mayor Stinson announced that Marcus & Clair Renfrow – 1501 Horridge Street had been awarded Yard of the Month.

 

                                The Johnny Breaux Road Extension Committee gave an update to the board on the possibilities and progress of the project.

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                It was moved by Council Member Merchant that the agenda be amended to hear an item regarding hiring a part-time dispatcher in the police department.  The motion was seconded by Council Member Renfrow and after opportunity for public comment the vote cast thereon was as follows:

 

                                                YEAS:  Council Member Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                NAYS:  None

 

                                                ABSENT:  None

 

                                Upon the recommendation of the Chief of Police, it was moved by Council Member Merchant that Lee Anne Hebert be hired as a part time dispatcher.  The motion was seconded by Council Member Patin and carried.

 

                                Detective Scott Spell discussed the Employee Assistance Program.  He reported that for $9.40 per employee per month the town could offer services to its employees such as:  counselling, alcohol and drug re-habilitation and 24 hour crisis call out.

 

                                After discussion, it was moved by Council Member Patin that the town become a member of the EAP program at a cost of $9.40 per employee per month.  The motion was seconded by Council Member Loyd and carried.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                Amanda Guillory requested an exception to the Lot Size Ordinance at 1812 Center Street in order to re-model the shop in the back of the property into an apartment for her mother-in-law.

 

                                After discussion, it was moved by Council Member Merchant to allow the exception to the Lot Size Ordinance at 1812 Center Street with the conditions that a site plan be provided to the town for the renovations and that no one other than a family member be allowed to live there.  The motion was seconded by Council Member Bujard and carried.

 

                                Mr. Tommy Vasser discussed re-naming West Street to Blue Forever Street, in honor of fallen police officers. 

 

                                After discussion, it was suggested that the Mayor check into having the legislature dedicate a portion of Hwy 3063 (West Street) rather than re-naming the street as to not cause a problem for home owners and their addresses.

                                 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Renfrow that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
