October 21, 2014
The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 21st day of October, 2014, with the following members present:
Kenneth O. Stinson, Mayor
Bliss Bujard, Council Member
William “BB” Loyd, Mayor –Pro-Tem
Kevin Merchant, Council Member
Paul Patin, Council Member
Marcus Renfrow, Council Member
ALSO PRESENT: Cade R. Cole, Town Attorney
The following Reports were submitted:
Total Payroll for September, 2014 $ 114,514.10
Total Receipts for September, 2014 $ 879,076.79
Total Disbursements for September, 2014 $ 979,421.49
Total Bills for September, 2014 $ 445,200.98
Kenneth O. Stinson, Mayor called the meeting to order. Rev. Roger Templeton led in
prayer, and then followed the Pledge of Allegiance.
It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written. The motion was seconded by Council Member Patin and carried.
Mary Vice, City Clerk gave the monthly Administration Department report.
Bills for the month of September, 2014, were approved and payment authorized upon a motion by Council Member Loyd, seconded by Council Member Bujard and carried.
Mr. Jamie Yelverton announced that he is running for Court of Appeal Judge in the November election and would appreciate the support from the citizens of Vinton.
Mayor Stinson updated the governing authority on pending grants and projects.
Mayor Stinson announced that the Mayor’s Armed Forces Committee will be having a Veteran’s Day Program on November 11, 2014, @ 10:00 A.M., to dedicate the Fallen Soldier Battle Cross Memorial that will be placed in front of City Hall.
The Mayor announced that Ms. Tillman – 836 Stevenson Street was awarded “Yard of the Month”.
Mayor Stinson informed the Council that Mr. Jimmy Ballard’s term on the Vinton Harbor & Terminal District is expiring at the end of the month and two nominations need to be submitted to the District by the Town.
After discussion, it was moved by Council Member Loyd that the following names be submitted to the Vinton Harbor & Terminal District for the expiring term of Mr. Jimmy Ballard:
The motion was seconded by Council Member Renfrow and the vote cast thereon was as follows:
YEAS: Council Members Bujard, Loyd, Patin & Renfrow
ABSTAINING: Council Member Merchant
Mayor Stinson discussed with the Council the possibility of adopting an Occupancy Ordinance.
After discussion, the attorney was instructed to research and report back to the council on a proposed Occupancy Ordinance.
Council Member Patin discussed the appropriation for street repairs in last year and the current year budget.
Cade R. Cole, Town Attorney discussed changes to the Minimum Lot Size Ordinance that would give better clarity regarding – 1) the definition of remodel, re-construct and repairs and- 2) change of occupant.
After discussion, Mayor Stinson appointed the following to serve on a committee to research and suggest to the governing authority clarifications to the Minimum Lot Size Ordinance:

Chief Ricky Fox gave the monthly police department report.
Upon the recommendation of the Chief, it was moved by Council Member Merchant that Michael Wright be hired as a patrolman, provided he passes his pre-employment exam. The motion was seconded by Council Member Patin and carried.
Terry Vice, Director of Public Works gave the monthly public works and electrical department reports.
Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.
There being no further business to come before the Governing Authority, it was moved by Council Member Patin that the meeting be adjourned. The motion was seconded by Council Member Renfrow and carried.
