VINTON, LA

                November 17, 2015

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 17th day of November, 2015, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               None

                               

                                ALSO PRESENT:                                Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

Kenneth O. Stinson, Mayor called the meeting to order and Council Member Marcus Renfrow led in prayer, and then followed the Pledge of Allegiance.

 

The Mayor’s Armed Forces Committee presented certificates to the following women for their dedication and patriotism to the community and their Veteran husbands:

                                It was moved by Council Member Loyd that the minutes of prior meetings as corrected, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. 

 

                                Bills for the month of October, 2015, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Loyd and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                It was moved by Council Member Merchant that the following Resolution be adopted.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                                NAYS:  None

 

                                                          ABSENT:  None

 

                               

 

 

                                                                                          RESOLUTION

 

BE IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana, in regular session convened that Mayor Kenneth O. Stinson be authorized to apply for Capital Outlay Funds from the State for the purpose of a Water Line Replacement Project in the amount of $250,000.00.

 

BE IT FURTHER RESOLVED that the Town’s portion of the project will be $83,333.00.

                                Council Members Bujard and Loyd reported on the Johnny Breaux Road Extension Committee meeting that was held earlier in the month.  The committee proposed that the town approve the inclusion in a Cooperative Endeavor with the parish, the parish installing a water and sewer line linked from the town’s system to the corner of Hwy 108 and Johnny Breaux Extension Road that the town will service and maintain.

 

                                It was moved by Council Member by Council Member Loyd that the Attorney be authorized to negotiate a Cooperative Endeavor with the Parish that would include the parish installing a water and sewer line linked from the town’s system to the corner of Hwy 108 and Johnny Breaux Extension Road.

 

                                Attorney Cole reported that a developer had contacted the town with a proposed sub-division at the corner of Hwy 3063 and Big Woods Road and is requesting a letter of No Objection for funding.

 

                                After discussion, it was moved by Council Member Merchant that the attorney be authorized to send a letter to the developer requiring that the final plat for the proposed sub-division and a Drainage Impact Study, as required by ordinance, be submitted to the town before issuing a letter of No Objection.  The motion was seconded by Council Member Patin and carried.

 

                                Attorney Cole updated the governing authority on the progress of future development on the West Street Property.

 

                                Mayor Stinson informed everyone on the “Go Vote” campaign.  All the area Mayor’s each put up $100.00 and the town having the highest percentage of voter turnout will donate the money to their favorite charity.

 

                                It was moved by Council Member Bujard and seconded by Council Member Loyd that the agenda be amended to include an item regarding a Show Cause Hearing for 1104 Eddy Street.   After calling for public comment the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                NAYS:  None

 

                                         ABSENT:  None

 

                                Mayor Stinson called for the property owner of 1104 Eddy Street to come forward and show cause as to why their property should not be condemned.  The property owner and/or a representative thereof was not present and the Mayor reported that they were properly notified as required by the ordinance.

 

                                It was moved by Council Member Bujard to proceed with the condemnation/demolition process of 1104 Eddy Street as per the ordinance.  The motion was seconded by Council Member Patin and carried.

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly Public Works and Electrical Department reports.

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                Tanya Gaudet requested that the council approve an exception to the Mobile Home Ordinance to allow her to move a mobile home over 10 years of age to 407 East Street.

 

                                After discussion, it was moved by Council Member Patin to authorize an exception to the Mobile Home Ordinance to allow for a mobile home in excess of 10 years old at 407 East Street.  The motion was seconded by Council Member Renfrow and carried.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Loyd that the meeting be adjourned.  The motion was seconded by Council Member Renfrow and carried.
