VINTON, LA

                November 19, 2013

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 19th   day of November, 2013, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                William “BB” Loyd, Mayor-Pro_Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                Marcus Renfrow, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               None

 

                                ALSO PRESENT:                 Cade R. Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

 

                Total Payroll for October, 2013                                                                  $   109,255.58                     

                                Total Receipts for October, 2013                                                               $1,165,410.11    

                                Total Disbursements for October, 2013                                                 $1,382,160.25

                                Total Bills for October, 2013                                                                        $    749,892.00

 

 

 

Kenneth O. Stinson, Mayor called the meeting to order.  Chaplin Tatum led in

prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Patin and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.

 

                                Bills for the month of September, 2013, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Bujard and carried.

 

                                Mayor Stinson reported on pending grants and projects.

 

                                The progress on the clean-up at 1217 Stevenson Street was discussed at length.

 

                                After discussion, it was moved by Council Member Merchant that the property owner of 1217 Stevenson Street be given a 30 day extension to continue cleaning up the property to comply with the town’s junk ordinance and in addition that the Fire Chief go out and inspect the property for fire hazards and the Mayor call the health department and request that they go out and inspect the property for health violations.  The motion was seconded by Council Member Patin and carried.

 

                                The Parish Inspectors report on 1022 East Street regarding the unsafe and dilapidated structure on said property was discussed at length.

 

                                After discussion, it was moved by Council Member Merchant to proceed with the condemnation process of said structure as specified in the ordinance.  The motion was seconded by Council Member Bujard and carried.

 

                                Mayor Stinson discussed applying for the 2013-14 L-Gap grant.

 

                                After discussion, it was moved by Council Member Bujard that the following Resolution be adopted.  The motion was seconded by Council Member Merchant and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Loyd, Merchant, Patin & Renfrow

 

                                                                NAYS:  None

 

                                                          ABSENT: None

 

RESOLUTION

 

                                BE IT RESOLVED by the governing authority of the Town of Vinton, Louisiana, in regular session convened that Mayor Kenneth O. Stinson is hereby authorized and empowered to submit an application for the 2013-14 L-GAP grant cycle.

 

                                APPROVED and ADOPTED on this 19th day of November, 2013.

                                Chief Ricky Fox gave the monthly police department report. 

 

                                Terry Vice, Director of public works gave the monthly public works and electrical department reports.

 

                                Jerry Merchant, Fire Chief gave the monthly Fire and Civil Defense reports for the month.  He requested permission to piggy back on the City of Alexandria’s Annual Vehicle Contract for a new one ton pick-up.

 

                                After discussion, it was moved by Council Member Loyd that the Mayor be authorized to purchase a new one ton pick-up for the fire department by piggy backing on the City of Alexandria’s Annual Vehicle Contract.  The motion was seconded by Council Member Bujard and carried.

 

                                Mr. Jim Courmier was not present to discuss his request for an exception to the minimum lot size ordinance.

 

                                It was moved by Council Member Merchant that the agenda be amended to add an item pertaining to property tax exemptions for businesses in Calcasieu Parish.  The motion was seconded by Council Member Loyd and there being no public comment, the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Loyd, Merchant, Patin and Renfrow

 

                                                NAYS:  None

 

                                       ABSENT:  None

 

Motion passed unanimously.

 

                                Mayor Stinson and Attorney Cole reported on the town’s opportunity to opt into the proposed Competitive Projects Tax Exemption Program for future businesses in Calcasieu Parish.

 

                                After discussion, it was moved by Council Member Merchant that the following Resolution be adopted.  The motion was seconded by Council Member Bujard and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Loyd, Merchant, Patin & Renfrow

 

                                                NAYS:  None

 

                                         ABSENT:   None

 

RESOLUTION

 

                                WHEREAS, it is the Mayor and Council of the Town of Vinton’s desire to foster economic growth and competitiveness for Calcasieu Parish by participating in the Competitive Projects Tax Exemption Program; to increase employment opportunities, to lower the community’s unemployment rate and to expand the Parish’s economic base; to develop a skilled workforce to reduce unemployment; to encourage career advancement and career options for the underemployed; to improve public transportation and infrastructure to support economic development; to support and encourage parish-wide efforts to improve the community; and to promote a healthful community.

 

                                NOW THEREFORE, BE IT RESOLVED by the Governing Authority of the Town of Vinton, Louisiana in regular session convened that in accordance with Louisiana Revised Statutes 47:4351, et seq., the governing authority approves Calcasieu Parish’s participation in the Competitive Projects Tax Exemption Program.

 

                                APPROVED AND ADOPTED this 19th day of November, 2013.

                                There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned.  The motion was seconded by Council Member Merchant and carried.
