VINTON, LA

                November 20, 2012

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 20th day of November, 2012, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Harold R. Douga, Council Member

                                                                                William, “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                                                                                                                                               

                                ABSENT:                               Bliss Bujard, Council Member

 

                                ALSO PRESENT: None

                                                                               

                                                                The following Reports were submitted:

Kenneth O. Stinson, Mayor called the meeting to order.  Chaplin Tatum led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Patin and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.  Ms. Vice informed the governing authority that the information regarding the Ordinance for the ˝ % Sales Tax was received after the agenda had gone out and the agenda needed to be amended to introduce said ordinance.

 

                                It was moved by Council Member Merchant to amend the agenda to hear an item regarding introduction of the ˝% Sales Tax Ordinance.  The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

                                                                NAYS:  None

 

                                                         ABSENT:  Council Member Bujard

 

                                It was moved by Council Member Merchant that the following Ordinance be introduced and that a public hearing be held on said ordinance as the December 18th meeting of the Mayor and Council.  The motion was seconded by Council Member Douga and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Douga, Loyd, Merchant and Patin

 

                                                NAYS:  None

SUMMARY: AUTHORITY FOR THE TOWN OF VINTON, LOUISIANA TO CONTINUE TO LEVY THE EXISTING ˝ OF 1% SALES AND USE TAX FOR THE PURPOSE OF OVERLAYING THE HARD SURFACED STREETS WITHIN THE TOWN AND FOR FIRE PROTECTION, INCLUDING MAINTENANCE OF FIRE DEPARTMENT BUILDINGS, EQUIPMENT, INSURANCE AND UTILITY BILLS AND ACQUISITION OF ADDITIONAL FIRE PROTECTION EQUIPMENT AND VEHICLES.

                                                PUBLIC NOTICE IS HEREBY GIVEN IN ACCORDANCE

                                                WITH THE PROVISIONS OF LSA-R.S. 33:406b(2) OF

                                                THE INTRODUCTION BEFORE THE MAYOR AND

                                                COUNCIL OF THE TOWN OF VINTON, LOUISIANA, OF

                                                AN ORDINANCE ENTITLED AS FOLLOWS, TO-WIT:

 

                                                                           ORDINANCE

SUMMARY: AUTHORITY FOR THE TOWN OF VINTON, LOUISIANA TO CONTINUE TO LEVY THE EXISTING ˝ OF 1% SALES AND USE TAX FOR THE PURPOSE OF OVERLAYING THE HARD SURFACED STREETS WITHIN THE TOWN AND FOR FIRE PROTECTION, INCLUDING MAINTENANCE OF FIRE DEPARTMENT BUILDINGS, EQUIPMENT, INSURANCE AND UTILITY BILLS AND ACQUISITION OF ADDITIONAL FIRE PROTECTION EQUIPMENT AND VEHICLES.

 

PUBLIC NOTICE IS HEREBY FURTHER GIVEN THAT A PUBLIC

                                                HEARING WILL BE HELD IN CONNECTION WITH THE

                                                ADOPTION OF SAID ORDINANCE AT A REGULAR

                                                MEETING OF THE MAYOR AND COUNCIL AT 6:00 P.M.,

                                                ON THE 18th DAY OF December, 2012, AT THE REGULAR

MEETING PLACE OF SAID MAYOR AND COUNCIL, AT CITY

                                                HALL, TOWN OF VINTON, LOUISIANA, AND THAT

                                                IMMEDIATELY AFTER SAID PUBLIC HEARING THE COUNCIL

WILL CONSIDER ADOPTION OF SAID ORDINANCE.

 

                                Bills for the month of October, 2012, were approved and payment authorized upon a motion by Council Member Douga, seconded by Council Member Merchant and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.  He announced that the Bond Commission approved Vinton’s $200,000.00 appropriation for the Street Project and asked Mr. Byron Racca, Engineer to come forward and explain the process going forward with the project.

 

                                Mayor Stinson thanked the public for re-newing the ˝% Sales Tax that was on the November 6th ballot.

 

                                Mayor Stinson announced that Ms. Linda Doiron, 1320 East Street was awarded “Yard of the Month”.

 

                                The Mayor announced that no bids were received in response to the LCDBG-Water Plant Project, therefore the engineer will re-advertise for bids and receive them on December 5, 2012.

 

                                The exception to the Minimum Lot Size Ordinance requested by Mr. Norman Lily for 1501 West Street was discussed at length.

 

                                After discussion, it was moved by Council Member Merchant that the exception to the Minimum Lot Size Ordinance for 1501 West Street be granted to allow for an efficiency apartment.  The motion was seconded by Council Member Douga and carried.

 

                                The Mayor discussed using the funds from supplemental police pay to erect the canopy at the police department rather than having it come from the CDBG-Disaster Recovery Grant.

 

                                After discussion, it was moved by Council Member Loyd that the Mayor be authorized to receive bids for the erection of a canopy at the Vinton Police Department and that the funds be taken from supplement police pay account for payment of said canopy.  The motion was seconded by Council Member Merchant and carried.

 

                                Council Member Patin the repairing of streets and the funding for the repairs.

                               

                        Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly public works and electrical department reports.

 

                                In the absence of Chief Jerry Merchant, no fire or civil defense reports were given. 

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Douga that the meeting be adjourned.  The motion was seconded by Council Member Patin and carried.
