VINTON, LA

                December 16, 2014

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 16th       day of December, 2014, with the following members present:

Kenneth O. Stinson, Mayor called the meeting to order.  Rev. Roger Templeton led

 in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Loyd and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.  She reported that the employee’s voted on the 2015 Floating Holidays as follows:

                                It was moved by Council Member Merchant that the 2015 Floating Holidays be approved as voted on by the employee’s.  The motion was seconded by Council Member Patin and carried.

 

                                Bills for the month of November, 2014, were approved and payment authorized upon a motion by Council Member Bujard, seconded by Council Member Renfrow and carried.

 

                                The Mayor announced that Teddy & Liz Tidwell – 617 Hwy 90 E. were awarded “Yard of the Month”.

The motion was seconded by Council Member Bujard and carried.

 

                                It was moved by Council Member Merchant and seconded by Council Member Bujard that the agenda be amended to add the approval of the 2015 Wrecker Permit.  The Mayor called for any public comment and being none, the vote cast thereon was as follows:

The motion was seconded by Council Member Loyd and carried.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.  He invited Mr. Byron Racca, Meyer & Associates to bring the council up to date on the pending Street Projects.

 

                                Mr. Racca reviewed the Big Woods Road, Railroad Ave, and Hampton Street Projects.  He explained the process and projected time frame for the projects and answered questions from the Council.

 

                                Attorney Cole presented and reviewed with the governing authority suggested amendments to Sections 15.5-33 through 15.5-35 and enacting the Sections of Chapter 15.4 of the Code of Ordinances as proposed by the appointed committee.

 

                                After discussion, it was moved by Council Member Merchant to Introduce the following proposed Single Family Occupancy and Mobile Home Regulations Ordinance and to hold a Public Hearing on said Ordinance at the January 20th Council Meeting.  The motion was seconded by Council Member Bujard and the vote cast thereon was as follows:

                                                Sections 15.5-33 through 15.5-35 of Chapter 15.5,

                                                PUBLIC NOTICE IS HEREBY GIVEN IN ACCORDANCE

                                                WITH THE PROVISIONS OF LSA-R.S. 33:406b(2) OF

                                                THE INTRODUCTION BEFORE THE MAYOR AND

                                                COUNCIL OF THE TOWN OF VINTON, LOUISIANA, OF

                                                AN ORDINANCE ENTITLED AS FOLLOWS, TO-WIT:

 

                                                                ORDINANCE

The Code of Ordinance, Town of Vinton, Louisiana,

                                                Is hereby amended by amending and re-enacting

                                                Sections 15.5-33 through 15.5-35 of Chapter 15.5,

                                                And enacting the Sections of Chapter 15.4.  Regarding

                                                Single Family Occupancy and Mobile Home Regulations.

 

 

PUBLIC NOTICE IS HEREBY FURTHER GIVEN THAT A PUBLIC

                                                HEARING WILL BE HELD IN CONNECTION WITH THE

                                                ADOPTION OF SAID ORDINANCE AT A REGULAR

                                                MEETING OF THE MAYOR AND COUNCIL AT 6:00 P.M.,

                                                ON THE 20th DAY OF JANUARY, 2015, AT THE REGULAR

MEETING PLACE OF SAID MAYOR AND COUNCIL, AT CITY

                                                HALL, TOWN OF VINTON, LOUISIANA, AND THAT

                                                IMMEDIATELY AFTER SAID PUBLIC HEARING THE COUNCIL

WILL CONSIDER ADOPTION OF SAID ORDINANCE.

 

 

                                Chief Ricky Fox gave the monthly police department report.

 

                                Terry Vice, Director of Public Works gave the monthly public works and electrical department reports.

 

                                Jerry Merchant, Fire Chief gave the monthly fire and civil defense reports.

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Renfrow that the meeting be adjourned.  The motion was seconded by Council Member Loyd and carried.
