VINTON, LA

                December 17, 2013

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 18th   day of December, 2013, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                ABSENT:                               William “BB” Loyd, Mayor-Pro-Tem

Kenneth O. Stinson, Mayor called the meeting to order.  Rev. Kathy Fitzhugh led in

prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Merchant that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report.  She reported that the following dates were voted on by the employee’s to be recognized as the 2014 Floating Holidays:

                                It was moved by Council Member Bujard that the Floating Holidays for 2014 be approved as requested above.  The motion was seconded by Council Member Merchant and carried.

 

                                Bills for the month of October, 2013, were approved and payment authorized upon a motion by Council Member Merchant, seconded by Council Member Patin and carried.

 

                                Tarek Polite representing the Calcasieu Parish Police Jury, reported on the Parish Summer Feeding Program and asked the Town enter into a Cooperative Endeavor with the Parish participating in this program, in the amount of $2500.00.

 

                                It was moved by Council Member Patin that Mayor Stinson be authorized to enter into a Cooperative Endeavor with the Calcasieu Parish Police Jury to provide funding assistance for the Summer Feeding Program, in the amount of $2,500.00.  The motion was seconded by Council Member Merchant and carried.

 

                                Mr. Cade Thibodeaux requested an exception to the Minimum Lot Size Ordinance for his 2-1/2 acres of undivided property on Center Street. 

 

                                It was moved by Council Member Patin that an exception to the Minimum Lot Size Ordinance be authorized to Mr. Thibodeaux to construct two residential units on his 2-1/2 acres of undivided property on Center Street.  The motion was seconded by Council Member Renfrow and the vote cast thereon was as follows:

                                                NAYS:  None

 

                                         ABSENT:  Council Member Loyd

 

                                ABSTAINING:   Council Member Bujard

 

                                Mayor Stinson reported on pending grants and projects.

 

                                Mayor Stinson announced that Chris and Buffy Vice (1905 Fontenot Street) were awarded Yard of the Month.

 

                                The Mayor updated the governing authority on 1217 Stevenson Street.  He reported that he had contacted the health department as instructed and they refused to come and inspect the property. 

 

Chief Merchant reported that he found no fire hazards when he inspected the

 property and that the owner had made significant efforts to clean up the property.

 

                                After discussion, it was moved by Council Member Merchant that the property owner of 1217 Stevenson Street be allowed an additional 30 days to continue with his efforts in cleaning up his property.  The motion was seconded by Council Member Patin and carried.

 

                                The Mayor called for the property owners of 1022 East Street to come forward and show cause as to why structure/s on said property should not be condemned. 

 

                                Marcus and Loretta Trent reported to the governing authority that they are in agreement that the structure/s on the property need to be demolished and they are seeking a contractor to do the demolition.  They requested additional time to get the demolition done.

 

                                After discussion, it was moved by Council Member Patin that the structure/s located at 1022 East Street be condemned and that the property owners be given 90 days to have said structure/s demolished.  The motion was seconded by Council Member Merchant and carried.

                                It was moved by Council Member Merchant that Mr. Mike O’Quinn be re-appointed to serve on the West Calcasieu Parish Community Center Authority .  The motion was seconded by Council Member Bujard and carried.

 

                                Mayor Stinson and Attorney Cole discussed proposed development on the West Street property.

 

                                After discussion, it was moved by Council  Member Merchant that the Mayor be authorized to sign a Letter of Intent with the developer to allow him to perform their due diligence review and determine in 4-6 months if they want to execute a Purchase Agreement  for a portion of the West Street property.  The motion was seconded by Council Member Bujard and carried.

               

                                Chief Ricky Fox gave the monthly police department report. 

 

                                A written report was submitted for the Public Works and Electrical Department monthly update.

 

                                Jerry Merchant, Fire Chief gave the monthly Fire and Civil Defense reports for the month. 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Bujard that the meeting be adjourned.  The motion was seconded by Council Member Merchant and carried.
