VINTON, LA

                June 19, 2012

 

                The Mayor and Council of the Town of Vinton, Louisiana, met in regular session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:00 p.m. on the 19th day of June, 2012, with the following members present:

 

                                                                                Kenneth O. Stinson, Mayor

                                                                                Bliss Bujard, Council Member

                                                                                Harold R. Douga, Council Member

                                                                                William “BB” Loyd, Mayor-Pro-Tem

                                                                                Kevin Merchant, Council Member

                                                                                Paul Patin, Council Member

                                                                                                                                                                                                               

                                ABSENT:                              None

 

                                ALSO PRESENT:               Cade Cole, Town Attorney

                                                                               

                                                                The following Reports were submitted:

Kenneth O. Stinson, Mayor called the meeting to order.  Council Member Douga led in prayer, and then followed the Pledge of Allegiance.

 

                                It was moved by Council Member Douga that the minutes of prior meetings, copies of which were mailed to each Council Member prior to the meeting, be approved as written.  The motion was seconded by Council Member Bujard and carried.

 

                                Mary Vice, City Clerk gave the monthly Administration Department report. Mrs. Vice reported that the 2012 millage rate needed to be approved.

 

                                It was moved by Council Member Merchant, seconded by Council Member Douga that the following Resolution be adopted setting the millage rate for the tax year 2012:

 

TOWN OF VINTON, LOUISIANA

 

RESOLUTION

 

                        BE IT RESOLVED, that the following millage is hereby levied on the 2012 tax roll on all property subject to taxation by the Town of  Vinton, Louisiana:

 

                                                            5.760 Mills

 

                        BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Calcasieu, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2012, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

 

                        The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

                                    NAYS:  None

 

                                     ABSENT:   None

 

                         ABSTAINED:    None

                                Bills for the month of May, 2012, were approved and payment authorized upon a motion by Council Member Loyd, seconded by Council Member Douga and carried.

 

                                Representative Mike Danahay updated the governing authority and public present on the 2012 Legislative Session.  He also announced that the Town of Vinton was awarded $200,000.00 from the State’s capital outlay budget for street improvements.

 

                                Mayor Stinson updated the governing authority on pending grants and projects.

 

                                Mayor Stinson announced that the “Yard of the Month” for June was awarded to Ms. Verna McCollum and Mr. D.C. Bounds – 1605 Horridge Street.

 

                                Mayor Stinson presented Miss Whitney Adams a Proclamation honoring her achievement of State Champion in District 2-A Pole Vaulting.

 

                                Mayor Stinson announced that two bids were received for the Town’s Official Journal as follows:

 

                                                                American Press                 $5.00/square

 

                                                                S/W Daily News                  $3.00/square + an additional $1.00/square for       

                                                                                                                Minutes published in the Vinton News

 

                                It was moved by Council Member Patin that the S/W Daily News be appointed as the Town of Vinton Official Journal.  The motion was seconded by Council Member Bujard and the vote cast thereon was as follows:

 

                                                                YEAS:  Council Members Bujard, Loyd, Merchant and Patin

 

                                                                NAYS:  Council Member Douga

 

                                                         ABSENT:  None

 

                                Mayor Stinson appointed Council Members Douga and Loyd to a committee that would review and make recommendations as to bid specifications for a new garbage contract.

 

                                Mayor Stinson informed the governing authority that the asbestos abatement for the Vincent Street property will begin on July 5, 2012.

 

                                Council Member Merchant reported on the Venissat Memorial Park Committee Meeting held on June 18, 2012.  (Committee Minutes-Exhibit A)  The next meeting will be held on July 16, 2012, at 6:00 p.m.  The public was encouraged to attend this meeting to voice their opinions on the proposed project.

 

                                The motion to remove the skate park equipment from its current location that was adopted on April 17, 2012, was discussed at length.

 

                                After discussion, it was moved by Council Member Patin to defer action on removing the equipment from the skate park until the July 17, 2012 meeting, allowing the 30 days for public review and consideration of the proposed Venissat Memorial Park Project.  The motion was seconded by Council Member Merchant and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Loyd, Merchant & Patin

 

                                                NAYS:  Council Member Bujard

 

                                         ABSENT:  None

 

                                 ABSTAINING:  Council Member Douga

 

`                               Council Member Douga presented a proposed amendment to the Elderly Assistance Ordinance, increasing the amount of assistance and changing some of the requirements of eligibility.

 

                                After discussion, it was moved by Council Member Douga that the following Ordinance be introduced and that a Public Hearing be held on said Ordinance on July 17, 2012.  The motion was seconded by Council Member Patin and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Douga, Loyd, Merchant and Patin

 

                                                NAYS:  None

 

                                         ABSENT:  None

Introduction Caption:  That the Code of Ordinances, Town of Vinton, Louisiana, is hereby amended by amending and restating Section 25-2 of Article I of Chapter 25.

Introduction Caption:  That the Code of Ordinances, Town of Vinton, Louisiana, is hereby amended by amending and restating Section 25-2 of Article I of Chapter 25.

                                                HALL, TOWN OF VINTON, LOUISIANA, AND THAT

                                                IMMEDIATELY AFTER SAID PUBLIC HEARING THE COUNCIL

WILL CONSIDER ADOPTION OF SAID ORDINANCE.

 

                Chief Ricky Fox gave the monthly Police Department report.

 

                                In the absence of Terry Vice, Director of Public Works a written report was submitted for the Public Works and Electrical Departments.

 

                                In the absence of Chief Jerry Merchant, Captain Chris Vice gave the monthly Fire and Civil Defense reports.

 

                                It was moved by Council Member Douga that the regular meeting be recessed for an executive session pertaining to police personnel.  The motion was seconded by Council Member Merchant and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Douga, Loyd, Merchant & Patin

 

                                                NAYS:  NONE

 

                                         ABSENT:  NONE

 

                                It was moved by Council Member Douga that the regular meeting be re-convened.  The motion was seconded by Council Member Loyd and carried.

 

                                Upon the recommendation of Chief Fox, it was moved by Council Member Douga that Edward Lastrapes be dismissed from his duties as a Vinton Police Officer.  The motion was seconded by Council Member Bujard and the vote cast thereon was as follows:

 

                                                YEAS:  Council Members Bujard, Douga, Loyd, Merchant & Patin

 

                                                NAYS:  NONE

 

                                         ABSENT:  NONE

 

                                There being no further business to come before the Governing Authority, it was moved by Council Member Douga that the meeting be adjourned.  The motion was seconded by Council Member Bujard and carried.
