Vinton, Louisiana

The Mayor and Council of the Town of Vinton, Louisiana, met in special session at the regular meeting place of said Mayor and Council, in the Town Hall, Vinton, Louisiana, at 6:30 P.M., on the 4th day of January, 2007, after full compliance with all requirements as to notice and otherwise in respect to convening of said meeting with the following members present:

 

Kevin Merchant, Mayor-Pro-Tem

Karen Douglass, Council Member

William B.B. Loyd, Council Member

Kenneth O. Stinson, Council Member

Edward J. Vice, Council Member

ABSENT: None

 

Kevin Merchant, Mayor-Pro-Tem called the meeting to order and reported that the purposes of the meeting were as follows:

 

1.        To discuss and/or transact business pertinent to appointing an interim Mayor for the vacated seat of David T. Riggins. (Recess for Swearing-In)

2.        To discuss and/or transact business pertinent to adopting a resolution calling for a special election for the vacated seat of Mayor.

3.        To discuss and/or transact business pertinent to adopt a resolution calling for a special election for the vacated Council seat.

4.        To discuss and/or transact business pertinent to possible appointment of interim Council Member.

 

Mayor-Pro-Tem Merchant opened the floor for comments from the public regarding the

appointment for the Mayor s position. There were no comments from the public.

 

It was moved by Council Member Douglass that Kenneth Stinson be appointed as Interim Mayor and that the following Resolution be adopted. The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

YEAS: Council Members Douglass, Loyd and Vice

 

NAYS: None

 

ABSENT: None

 

ABSTAINING: Council Member Stinson

 

RESOLUTION

 

WHEREAS, a vacancy now exists for the office of Mayor of the Town of Vinton, Louisiana, due to the resignation of David T. Riggins;

 

WHEREAS, LSA R.S. 18:602A mandates that the governing authority of the Town of Vinton, Louisiana, appoint a person to fill the vacancy who meets the qualification of the office.

 

WHEREAS, said appointee shall assume the duties of the office of Mayor of the Town of Vinton, Louisiana, and shall serve until a Special Election is held to elect a replacement to fill the vacated office.

 

THEREFORE, BE IT RESOLVED by the Town Council of the Town of Vinton, Louisiana, that Kenneth O. Stinson is hereby appointed to fill the vacancy for the office of Mayor, due to the resignation of David T. Riggins; said appointee shall assume the duties of the office Mayor of the Town of Vinton, Louisiana, and shall serve until a Special Election is held to elect a replacement to fill the vacated office.

It was moved by Council Member Douglass to recess the meeting to allow the new Mayor to be sworn in. The motion was seconded by Council Member Stinson and carried.

 

It was moved by Council Member Loyd to re-convene the special meeting. The motion was seconded by Council Member Douglass and carried.

 

Mayor Stinson announced that before being sworn in he had officially resigned his seat on the Town Council.

 

Mayor Stinson discussed calling for a special election for the vacated seats of Mayor and Council with the governing authority.

 

After discussion, it was moved by Council Member Merchant to adopt the following Resolution. The motion was seconded by Council Member Loyd and the vote cast thereon was as follows:

 

YEAS: Council Members Douglass, Loyd, Merchant and Vice

 

NAYS: None

 

ABSENT: None

BE IT RESOLVED by the Town Council of the Town of Vinton, Louisiana, that the following Proclamation be and it is hereby adopted and issued:

IT IS HEREBY PROCLAIMED AND ORDERED that a Special Election shall be held to fill the vacancy of the Town of Vinton Mayor caused by the resignation of David T. Riggins and a vacancy on the Vinton Town Council caused by the resignation of Kenneth O. Stinson;

 

IT IS FURTHER PROCLAIMED AND ORDERED that the candidate Qualifying Dates, Primary Election Date and General Election Date for said Special Election shall be as follows:

 

QUALIFYING DATES ---------------- February 2, 2007 thru February 9, 2007

 

PRIMARY ELECTION DATE ------------ March 31, 2007

 

GENERAL ELECTION DATE ---------- May 5, 2007

 

PROCLAIMED, ORDERED AND ISSUED pursuant to Resolution adopted by the Town Council of the Town of Vinton, Louisiana, this 4th day of January, 2007.

Mayor Stinson asked the Council their wishes regarding the vacated council seat.

 

The following names were submitted for the vacated council seat of Kenneth O. Stinson:

 

Curtis Edgar

Dale Tatum

 

The votes cast on the nominees were as follows:

 

Council Member Douglass -- Dale Tatum

Council Member Loyd ---------- Dale Tatum

Council Member Merchant ---- Curtis Edgar

Council Member Vice ----------- Curtis Edgar

 

The vote having resulted in a tie, Mayor Stinson was called upon to brake the tie as follows:

 

Mayor Stinson -------------------- Dale Tatum

 

Therefore the following Resolution was adopted:

 

RESOLUTION

It was moved by Council Member Loyd to recess the special meeting for the swearing in of Dale Tatum. The motion was seconded by Council Member Douglass and carried.

 

It was moved by Council Member Loyd to re-convene the special meeting. The motion was seconded by Council Member Douglass and carried.

 

There being no further business to come before the Governing Authority, it was moved by Council Member Douglass that the meeting be adjourned. The motion was seconded by Council Member Loyd and carried.
